Job Title: Program Officer / Head of Sub Office

Duties and Responsibilities:
·         Be responsible for all program management which includes implementation and monitoring of programs and activities in the region
·         Compile sub region office annual work plan and programs of work and implementation
·         Develop and sustain liaison with key professionals and NGOs engaged in the field of security
·         Lead and coordinate the preparation and dissemination of timely analytical report including proposals
·         Assisting the government in identifying fields of where development where food aid can be usefully employed and assisted in planning, formulating and targeting recipients for new WFP aid.
·         Design and maintain databases indicators relating to food security and WFP projects.
·         Liase with key project implementing authorities and stakeholders and undertake visits to view project outputs and beneficiaries, inspect storage points and places where the WFP commodities are received in Uganda, in order to ascertain that project objectives are being achieved.
·         Provide continuous liaison with bi-lateral food aid programmes particularly other UN agencies and NGOs providing technical or other forms of assistance to the Operation areas.
·         Advise the government on the handling, transportation, storage and distribution (including marketing of commodities, if sold) of All the commodities supplied by the organization
·         Assist government in the maintenance of all records, accounts and books as stipulated in our Plan of Operations or Letter of Understanding and ensuring reporting is done on time and accurately.
·         Ensure compliance with WFP’s policies, criteria and procedures with respect to Food Aid.
·         Ensure proper implementation of logistics set up at the Sub Office, including delivery and distribution of commodities.
·         Assist in All matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate staff whilst providing administrative constraints arising from these evolving emergency situations.
·         Assist in the preparation of an early warning, risk analysis and contingency planning particularly as part of a response in Humanitarian Crises (Disasters).
·         Provide guidance & supervision of Sub-Office staff and conduct periodic and timely appraisal of their performance.
·         Perform other related duties as required by the Supervisor.

Qualifications, Skills and Experience:
·         Advanced University Degree Masters in Economics , Agriculture, International Affairs, Business Administration Or University Degree with experience and training in the same courses obtained from a recognized institution
·         General knowledge in World Food program
·         Good knowledge and skills
·         Good command of English is vital
