Through its regional office for East Africa based in Nairobi, Kenya, and together with civil society organizations, Hivos supports financial services providers (together with Triodos), the development of financial and business development services, training, agricultural production, and the protection of human rights and gender equality. It also supports renewable energy initiatives: large domestic biogas programs in each country (with SNV), improved cook stoves programs in Kenya and Tanzania, solar energy and biofuels in Tanzania and Uganda.
About the Job:
Hivos is seeking a Consultant - Gender Mainstreaming in Microfinance. S/he will contribute to the sustainable integration of gender in the policy documents and procedures of one of its microfinance partners based in Uganda. Specifically, s/he will develop an assessment of the progress of gender mainstreaming in the partner organization and submits a proposal on gender mainstreaming in the partner organization.
Tasks and Responsibilities:
  • Gender diagnostic of partner organization:
    • Review all the relevant documentary information on Hivos position on microfinance and gender;
    • Review all the relevant documentary information on partner organization’s policies and procedures;
    • Assessment of the MIS system in capturing gender disaggregated data i.e. how gender-specific is the MIS and the standard reports generated for management decision?
    • Examination of the experience and knowledge of staff of partner organization with respect to gender;
    • Assessment of the degree of knowledge and sensitivity to gender among senior management;
    • Apply interviews, observation, and field visits to clients so as to assess gender perspectives.
  • Development of a work plan for gender mainstreaming in partner organization’s policies and procedures:
    • Gender mainstreaming in all the identified areas with the relevant policies and procedures being developed/improved/updated;
    • Development of change indicators and monitoring tools;
    • Strategies, methodologies, and management actions.
  • Developing team capabilities in partner organization:
    • Training of relevant staff on gender mainstreaming, use of all the developed tools for identifying gender gaps and capturing data on gender;
    • Specifically deliver a Trainer of Trainers (ToT) training to the business re-engineering team which is made up of senior managers from key departments of partner organization.
  • Monitoring and evaluation:
    • Monitor the progress of the implementation of the recommendations made to partner organization as per the agreed monitoring schedule;
    • Prepare a status report on the progress of implementation of the said recommendations with suggestions on areas of improvement and management actions to ensure sustainability of the same.
