JOB PURPOSE
To ensure that electronic equipment and security control systems at the Airport are in a state of good maintenance and repair so that the promised level of service can be delivered to users.
EDUCATION
A good Bachelor of Engineering degree in either Electrical/Electronics, Telecommunication and/or Computer Science. Additional specialised qualifications in the related electronic equipment/security systems will be an added advantage.
EXPERIENCE
3 years’ relevant working experience with the ability to lead others.
KNOWLEDGE & SKILLS
§ Must have proven supervisory skills.
§ Must be computer literate.
§ Must have knowledge of relevant ICAO SARPs.
§ Must have working knowledge of computerised engineering designs.
PRINCIPAL ACCOUNTABILITIES
1.
Input into Strategic Planning
1) Understands focus and direction of CAA and integrate the Division fully
2) Understands and share CAA Vision, Mission & Values with Management Team and ensure understanding by subordinates and external stakeholders
3) Develops the work processes in support of the vision and enrols the business towards the CAA’s vision
4) Develops the Aerodrome Maintenance (AM) strategic milestones
5) Develop and implement both strategic and operational plans for the AM.
6) Participates in the business planning, budgeting and review process.
7) Understand the Shareholders financial interests in CAA and ensure they are supported.
2.
Financial
1. Understands the financial requirement of the AM and seek for the approval of

the financial , material and human resources required to manage an efficient department
2. Monitors actual costs against expenditure on an ongoing basis and report accordingly
3. Manages costs so that the planned cost are not exceeded
4. Manages the assets assigned to the department in a good state of maintenance and repair
5. Achieves the planned revenue objectives
6. Achieve the planned surplus objectives from both aeronautical and none aeronautical sources
7. Accounts for the assets allocated to AM.

Aerodrome Maintenance Processes
1) Puts in place a comprehensive planned maintenance systems that ensures maximum availability of plant and equipment
2) Ensures a comprehensive response and repair time programme that maximises equipment availability
3) Be sensitive to airport security issues and understand the role and contribution of equipment under AM’s control
4) Maintains Aerodrome electrical and mechanical equipment in a good state of repair and maintenance
5) Offers these same services to Upcountry Airports Manager
6) Ensures that buildings are maintained in a good state of repair and maintenance
7) Ensures continuous serviceability and availability of all Airport Electrical and Mechanical system and pavements.
8) Ensures proper maintenance of all movement areas such as access roads, car parks, compounds, taxi ways are well maintained and there are no potholes, no cracks and no open manholes, and grounds are all well maintained and neat.
9) Maintains an adequate stocks of spares to carry out required maintenance without creating a major liability financially
4.
Human Resources Management
1) Attracts, retains, motivates and develops staff that are dedicated to outstanding performance in the department.
2) Advises management on the Departments manpower requirements and ensures staff development within the Department
3) Develops structure that facilitates the delivery of the vision of the business through the EIA
4) Ensures that appropriate calibre of staff that meets all the hiring standards are recruited and selected to deliver results expected.
5) Implements performance management. on own staff in the department
6) Conducts and ensures adequate training for EIA staff internally and/or using outside resource personnel as appropriate
7) Quantifies the capability gaps in terms of skills and competencies and implement programs to close the capability gap through on the job training and development programmes
