Job title: Vulnerability Analysis and Mapping Officer (VAM)

Brief description of the job
Under the direct supervision of the Deputy Country Director (or designate), the VAM
Officer will head the Analysis and Monitoring & Evaluation Unit of Uganda Country Office,
and in collaboration with the unit, be responsible for the following key duties:

Duties and Responsibilities
Vulnerability Analysis and Mapping
  Lead and/or participate in food security and vulnerability analysis as well as
other joint assessments;
  Strengthen the operational capacity of WFP staff to conduct food security and
nutrition assessments and analyses at the Country, Area and Sub-Office levels;
  Collect, analyse and interpret primary food security data to support emergency
preparedness i. e. risk analysis, early warning and contingency planning,
including in preparedness activities, organize and conduct emergency needs
assessments and support operational planning;
  Generate useful information products which describe food insecurity and
vulnerability in Uganda and which will inform decision making by WFP's
programme units, as well as other country stakeholders including civil society
organizations, bilateral donors and UN agencies;
  Foster partnerships with government and civil society that build upon and
strengthen existing capacities for vulnerability analysis;
  Supervise team members and ensure all are adequately trained to achieve high
working standards.
Monitoring and Evaluation
  Provide advice, guidance and technical support to the Country Office and to Sub-
Offices with respect to Monitoring and Evaluation;
  Provide oversight of the M&E activities conducted by WFP staff and Cooperating
Partners, ensuring respect for corporate rules and best practices;
  Design and lead specific interventions to strengthen outcome measurement in
line with the business rules described in the 2014-2017 Strategic Results
Framework and the WFP's 2014-2017 Outcome Measurement Strategy;
  Lead M&E capacity building efforts;
  Provide quality assurance for monitoring and performance reporting;
  Help plan and support implementation of decentralized and field-level
evaluations;
  Ensure monitoring and evaluation findings inform senior management decisions,
and are systematically fed back into project design;
  Perform other duties as required.

Qualifications and Skills
Education:
  Post graduate/Master's degree in Sociology, Economics/Agricultural Economics,
Statistics, Geography, Nutrition, Rural Development or other related fields.
Experience:
  At least eight years (of which 3 international) of postgraduate progressively
responsible professional experience in food security, vulnerability analysis or a
closely related area, such as food security information management systems;
  Experience in monitoring and evaluation with a background and interest in the
analysis of socioeconomic issues and related policy matters;
  Experience in early warning and remote sensing and familiarity with the
speciality software applications associated with them;
  Experience in the design and implementation of food aid programmes;
  Some experience in remote sensing interpretation and analysis, NDVI, CCD are
desirable.
Technical Skills and Knowledge
  Strong knowledge of food security analysis and the data collection, treatment,
and manipulation techniques typically associated with it;
  Working knowledge of basic statistics;
  Proficiency in statistical analysis and mapping software (i. e. SPSS, STATA,
ArcGIS);
  Knowledge of research methods and monitoring and evaluation standards;
  Familiarity with quantitative and qualitative survey techniques;
  Proficiency in MS Office (Word, Excel, Access, Outlook) and GIS applications;
  General knowledge of UN system policies, rules, regulations and procedures
governing administration is highly desirable.

draft clear and concise reports or rationale for decisions on key issues;
  Strong analytical and negotiation skills;

  Ability to establish priorities and to plan, coordinate and monitor own work plan
and those under supervision;
  Ability to analyze technical data and draw final conclusions, make
recommendations and proposals;
  Ability to formulate new strategies and technical approaches;
  Demonstrated effectiveness in developing policies, procedures and new
programmes;
  Technical leadership demonstrated through the ability to lead an office and/or a
project team towards fulfilment of WFP objectives;
  Willingness to travel for extended periods of time;
  Ability to provide training and expert advice on complex issues; and make
proposals;
  Demonstrated ability to develop and maintain effective work relationships with
counterparts and staff within the office, host population, NGOs and other UN
agencies;
  Ability to work in a team, and establish effective working relations with persons
of different national and cultural backgrounds.
Language:
  Working knowledge (proficiency/level C) of English and intermediate knowledge
(level B) of another UN official language (Arabic, French, Spanish, Russian or
Chinese) or Portuguese (one of WFP's working languages);
  Knowledge of French and Spanish is desirable.
