About Us: In 2008, ACTED, under the DanChurchAid Drought Risk Reduction Action Plan (DRRAP)
Consortium supported by the European Commission’s Humanitarian Aid and Civil Protection Office (ECHO), set up and began operating a Drought Early Warning System (DEWS) across the 7 districts of Karamoja. The aim of the DEWS is to provide communities in the region, as well as local governments and development partners, timely warning on the increased risk of drought, and help initiate the implementation of drought preparedness measures.

While ACTED has collected significant evidence to indicate a high level of utilization of the drought bulletins at community and district level, the level of utilization at national level remains limited. To ensure the continual improvement of the system, ACTED wishes to gain a better understanding of the needs and requirements of national level end-users as first step towards restructuring the system.





Purpose of the consultancy
The consultancy is to conduct an assessment of the (1) awareness and utilization of the DEWS drought bulletins among key national-level stakeholders in Uganda, (2) the means of improving the synergy between the DEWS and other existing surveillance and early warning systems such as the IPC and FEWSNET (especially at field level), and (3) identify a methodology for expanding the DEWS to other districts in Uganda. The consultant will be expected to provide recommendations for improving the DEWS and/or the drought bulletins in line with the requirements and needs of those stakeholders, better integrating the DEWS with existing systems, and on how to best expand the DEWS to other districts.
