Programme Development Manager Job at AMREF in Uganda

Job title:  Programme Development Manager
MAIN PURPOSE OF JOB: The role of program development Manager will be to work with SMT and team leaders to identify, design and develop programme interventions and ensure compliance with Amref
program Development guidelines and corporate country strategies and donor guidelines.

The role will include scanning the Amref environment for innovative ideas and concepts that warrants development, quality assurance and ensure that development happens.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Strategic
Design and implement a strategy to identify and secure sources of funding and resources to support Amref’s evolving work with the communities.
Identify and proactively pursue grant and fundraising opportunities
Prepare grant applications, concept notes and proposals.
Coordinate fundraising activities and events
Seek in kind and pro bono support from relevant Companies and service providers
Build a solid donor base representing the local and international communities with a view to expanding Amref’s services.
Build strategic and lasting partnerships with investors, donors and private sector partners
Oversee the identification, creation and initiation of programes relevant to the organisations work and act as the technical advisor to the Country Director.
Ensures programme growth by participating in the development of new project initiatives.
Operations Research and knowledge management
Support the project teams to develop and conduct appropriate Operations Research in the programme
Responsible for maintaining confidential files and information regarding the project.
Conduct periodic staff performance appraisal in accordance with AMREF’ s appraisal policy
Develop a participatory and supportive AMREF team to ensure innovation and professional growth through Building team spirit to increase productivity.

Networking

Liaise and network with relevant AMREF partners and collaborators to improve AMREF visibility, coordination of activities and promotion of shared advocacy agenda
Establish formal and informal networks with Government and non Government partners
Actively build collaborative relationships with African and international government agencies, embassies, key stakeholders and other like minded organisations at national, regional and international level with a view of securing awareness of and financial support for Amrefs work.
Financial
Secure suitable funding and resources to support Amrefs operational requirements.
Participate in Financial forecasting at the project and organisational level to determine necessary funding and resource requirements
Manage effective tracking of grant income insuring that all allocated finances are collected and acquitted in a timely manner
Promote effective financial, administration within the organisation including dialogue with the Country Director, SMT members and other staff.
Establish and implement transparent, budget monitoring systems and uphold the highest level of organisational governance including
Ensure due diligence in the delivery of projects activities and budgets spending
Advise management and staff on user friendly financial management systems, tools and procedures for the successful delivery of projects within budgets
Guide management on contract negotiations, grant cash flow requirements, cost recovery requirements and potential funding gaps.
Support and participate in internal and external audit requirements.
Monitoring and evaluation
Oversee organisational compliance with statutory regulations, contractual obligations and donor administrative requirements
Ensure that periodic project reviews are done with key stakeholders/partners
Guide the project teams while designing/preparing for project reviews/evaluations
Capacity and Team building
Promote participatory and supportive management of the AMREF team on site to ensure innovation and professional growth
Reporting
Prepare and review high quality financial and narrative reports relating to grants and donations
Create and maintain a time table for financial reporting and necessary audits
Systems development
Assessing and providing advice on improving the effectiveness of existing systems and tools for project and programme management.

QUALIFICATIONS AND SKILLS

Education and knowledge
• Masters Degree in Public Health or relevant area is an added advantage.
• Degree in Finance, Economics, international development or related field
• Post graduate degree in public health or closely related field.

Experience
• A minimum of 5 years experience in fundraising, grant management, proposal writing in an NGO setting
• Experience of advocacy, operations research and publications in the health field
• Evidence of documentation of project experiences to support programme development and evidence-based advocacy
• Producing high quality financial and activity reports for donors and organisational use in a timely fashion
• Excellent verbal and written communication skills and demonstrated success in writing proposals and grant applications
• Demonstrated success in building effective networks and relationships that engage donors, governments and other stakeholders to support project objectives.
