1. Background
The Water and Sanitation Development Facility (WSDF) is a funding mechanism of the Ministry of Water and Environment for water and sanitation investments at community level.
The activities implemented under the Water and Sanitation Development Facility Program includes water supply infrastructure development (new investment, rehabilitation, and major extensions), a comprehensive software and sanitation promotion program in small towns and rural growth centre’s.

The WSDF component has regional branches in South Western Uganda (Mbarara), Northern Uganda (Lira), Eastern Uganda (Mbale) and Central Uganda (Wakiso).

Reports to: Regional Branch Manager
1.1 Duties and Responsibilities
a) Review, customize and ensure application of the Programme Monitoring and Evaluation (M&E) indicators.
b) Participate in preparation of Terms of Reference (ToRs) for technical consultants and contractors.
c) Develop and coordinate all M&E schedules to be implemented by stakeholders handling the monitoring function d) Conduct periodic Monitoring and Evaluation and develop M&E reports highlighting progress of implementation and recommend key areas requiring redress.
e) Carryout any other duties as may be assigned from time to time.
1.2 Qualifications and Experience
• An Honors Degree in Statistics/Applied Economics or related fi eld from a recognized University/Institution.
• A Post Graduate qualification in Project
Monitoring and Evaluation or Project Planning and Management is a must.
• At least three (3) years of experience in Monitoring and Evaluation.
• Experience in Water and Sanitation related field will be an added advantage.
• Experience in Public Sector Management will be an added advantage.
