 Job Title: Regional Monitoring, Evaluation and Learning Officer
Duty Station: Kampala, Uganda but with a regional remit

Job Summary: As part of the Regional Leadership team, the RMEO will be part of a Regional Technical and Advisory Team that supports the Country Office (CO) managers, M&E Officers, and partners to continuously strengthen a culture and practice of monitoring and evaluation for continuous improvement. The Regional Monitoring & Evaluation Officer (RMEO) will provide technical leadership and support all Monitoring, Evaluation, Reporting and Learning (MERL) activities in the East and Southern Africa Region of Right To Play (RTP).

Key Duties & Responsibilities:
1. Quality Monitoring Systems (% of Time: 40%):
·         Ensure timely and accurate reporting of outputs by updating and maintaining the Quarterly Count system; analyzing regional data, and sharing regular regional dashboard reports
·          Conduct periodic country technical assistance trips to support and oversee the quality of data collection processes and data management systems
·         Lead the regional implementation of the M&E database, which encompasses key organizational outputs
·         Work in collaboration with the global M&E team to develop and customize data collection tools
·         Oversee and support the semi-annual outcomes monitoring process by: 1) providing technical support on the sampling, data collection, and analysis processes, 2) coordinating, analyzing, and reviewing all country outcome reports, 3) developing a regional report that synthesizes key findings across the countries
·         Identify innovations and improvements to enhance effectiveness of the Right To Play Global M&E framework and systems
2. Program Learning, Planning and Design (% of Time: 25%):

    ·         Inform continuous program improvement by integrating recommendations from key M&E practices into regional program planning and design dialogues and initiatives.
    ·         Collaborate with the EASA team to foster an authentic learning community: identifying key items for a EASA-wide learning agenda, and ensuring opportunities for program teams to reflect on key learning from core M&E practices
    ·         Assist country staff and partners to reflect on and document lessons learned and best practices.

3. Evaluations and Studies (% of Time: 20%):
·         Serve as principal evaluator for major baseline and needs assessment studies, while supporting country teams in routine needs assessments and baselines.
·         Co-lead internal mid-term evaluations with Right To Play Headquarters, ensuring: strong coordination, relevant design and data collection techniques, comprehensive analysis, and wide-spread communication of results
·         Support external evaluations by informing the terms of reference, recruitment decisions, and methodology and draft report reviews
·         Contribute to operational research studies, focused in on key measures of process, outputs, and quality
4. M&E Capacity Building and Support (% of Time: 15%):

    ·         Provide ongoing mentorship and support for M&E officers in Right To Play East and Southern African countries.
    ·         Lead regional M&E trainings with country program and M&E staff/partners to enhance monitoring, learning and information sharing.
    ·         Support EASA Country M&E officers to design and implement trainings with staff and partners at the country level to enhance monitoring, learning and information sharing.
    ·         Provide technical support to the regional and country offices on log frame development, and measurement plans.
    ·         Regularly update the online M&E website and other global organizational initiatives to share learning and best practice

Qualifications and Skills
    ·         Bachelors degree in social sciences, international development, or related fields
    Applied training in evaluation methodologies and analysis
    ·         Masters degree in international development, community development, public policy, business administration or related field
    ·         2 to 4 years practical experience developing and implementing monitoring and evaluation systems
    ·         1 to 2 years practical experience working in child/youth development progress in a similar context
    ·         Experience developing and implementing results based management
    ·         Strong written communication and presentation skills, presenting evaluation findings through a variety of mediums—reports, dashboards, webinars
    ·         Fluency in English (written and verbal)
    ·         Experience designing and leading evaluation or research studies
    ·         Expertise and experience in training and capacity building
    ·         Substantial experience and knowledge of monitoring and evaluation processes for NGO programs (preferably with experience in CIDA, USAID and other government-funded projects).
    ·          A background in program evaluation methodologies
    ·          A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy).
    ·         Technical skills
    ·          Strong Microsoft Office skills
     Proficiency in quantitative and qualitative research methodology
     Strong statistical and quantitative analysis skills, including application of SPSS

Personal Competencies:

    ·         Advanced interpersonal and written and verbal communication skills
    ·         Strong analytical and conceptual skills to think and plan strategically and the ability to translate this into practical and feasible operational program planning both in written and verbal formats
    ·         Cross-cultural sensitivity and experience working with a variety of stakeholders.
