GREAT LAKES EMERGENCY CAPACITY BUILDING ADVISER (GLECA), Kampala Uganda

Job title: GREAT LAKES EMERGENCY CAPACITY BUILDING ADVISER.CARE is seeking an experienced Great Lakes Emergency Capacity Building Adviser (GLECA) to facilitate CO staff and partners capacity building in Emergency. The GLECA supports sub-region information needs
to ensure that CARE decision-makers and key external stakeholders (including CARE implementing partners and disaster-affected communities) receive the information they need regarding the CARE program in the great Lakes in a timely way and format that is adapted to the target audience.
The GLECA will provide capacity assessment around the COs EPPs and strengthen and streamline existing information management systems to respond to demands from internal and external stakeholders.

Duties and Responsibilities:

• Emergency capacity building
• Support in information management

Basic Requirements;

• Communications/Social Sciences degree or similar
• 5 years experience working in emergency
• Excellent understanding of the humanitarian mandate and standards as well as the various operational and programmatic requirements to scale up operations to properly identify capacity building needs in the sub-region and design initiatives to meet them
• Excellent training, coaching, facilitation and mentoring skills
• Proven ability to assess group dynamics and cultural sensitivities
• Good context analytical skills
• Ability to review and edit reports and other written documentation for dissemination
• Willingness to work and travel in difficult circumstances and adhere to agreed security procedures
• Knowledge and understanding of the Great Lakes context
• Language skills: English, French
