Brief program Description
The goal of the program is to increase citizens' voice for quality health service delivery—to improve quality, availability, and accessibility of health services at the community level in 35 districts of Uganda in partnership with at least 4 local Ugandan Civil Society Organizations (CSOs).

key objectives :

to ensure that communities in the selected districts can identify and articulate their needs, and are able to demand for quality services; to ensure that the CSOs develop effective advocacy initiatives, and are able to represent the communities' demands for better quality services;and to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.
 
The Position Summary
The proposed candidate shall provide overall strategic leadership and oversight to the project.
S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description.
Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organizations is essential.

Key Duties and Responsibilities
        Responsible for overall program management and leadership
        Overseeing program start-up under limited time constraints
        Ensure adequate communications with USAID and headquarters office
        Hire and supervise host country local personnel and ensure that they secure necessary training required to meet program needs
        Manage all project planning responsibilities, including oversight of the production of required work plans, budgets, and regular reports
        Ensure compliance with home office and client requirements, policies and regulations
        Interact regularly with senior host-government counterparts on policy and other strategic planning issues Act as liaison to other relevant donors, local government, and local organizations

Brief Qualifications and skills
        A Masters' degree or higher and a minimum of 10 years of experience in development working with local governments, civil society and communities
        Demonstrated understanding and knowledge of decentralization in the Uganda context, Uganda's socio-political economy, advocacy, health and education sectors
        Demonstrated team player with visionary leadership
        Excellent managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Uganda or the region Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level is an advantage
        Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance
        Excellent representational and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local languages
        Excellent past performance references
