Through our work in more than 70 countries, PATH and our partners empower people to achieve their full potential.    PATH is seeking a Deputy Chief of Party/Advocacy and Partnership Specialist to provide overall technical leadership to the United States Agency for International Development (USAID) Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice; increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to:

     1. Ensure that communities in selected districts can identify and articulate their needs and demand quality services;

    2. Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for  better  quality  services;  and

    3. To build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

      The Deputy Chief of Party/Advocacy and Partnership Specialist, based in Kampala, Uganda, will be responsible for the following key activities:

    General management
Support the Chief of Party by providing oversight for technical and administrative aspects of the program;
        Contribute to planning, coordination, and technical direction of project strategy and workplan, and implementation of all activities within the workplan to high professional standards;
        Serve as the main liaison with all partners and stakeholders, maintaining regular communication to ensure/maintain buy in;
        Monitoring the project's performance, with a specific focus on progress  toward advocacy goals;
        Represent the project in broader policy discussions around civil society, health policy, and citizen empowerment.
Advocacy and Partnership
 Lead advocacy and community empowerment activities at the national level
        Collaborate closely with partners and CSOs to represent the project and act as a voice for advocacy organizations within the NGO community.
        Promote advocacy as a key priority for local CSOs, support capacity strengthening, and develop systems to ensure the sustainability of policy and advocacy efforts.
        Work closely with the Chief of Party and Capacity Building Specialist to assess the capacity gaps and needs of subgrantee CSOs
        Contribute to the development of advocacy trainings, materials, and mentoring.
        Refine program advocacy and policy priorities over the life of the project, in collaboration with USAID leadership, CSOs, communities, and other key stakeholders
        Maintain a strong and wide network with key partners and stakeholders in Uganda, and ensure that the project is represented on appropriate steering and advisory groups.
        Maintain communication with partners, and other relevant projects and organizations to ensure complementarity of activities; promote their engagement in advocacy; and coordinate responses to policy

Basic Skills
        Excellent facilitation, mentoring & coaching skills;
        Well-developed abilities to motivate and persuade at high levels (for organizational change);
        Ability to address rights (women, children, youth and other vulnerable groups) in the design/delivery of influencing work shall be essential.
        Excellent representational and communication skills;
        Written and oral proficiency in English, and verbal communication skills in one or more local languages.
        Proven ability to work with and manage a diverse international team and proven record of excellent leadership, decision-making, and interpersonal skills;
        Excellent judgment, conceptual and analytical thinking ability is essential;
        Knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook
        Knowledge of USAID financial management and reporting requirements is highly desirable;

     Qualifications and Skills
A Masters’ degree or higher in a relevant field
        A minimum of 10 years of experience in development working on issues of advocacy and community empowerment;
        Demonstrated understanding and knowledge of advocacy, decentralization in the Uganda context, Uganda’s sociopolitical economy, health and education sectors;
        Demonstrated track record of leading, designing, and influencing advocacy and public policy;
        Demonstrated ability to be a motivator and leader of change, drawing on excellent communication skills to drive transformation.
        Proven experience of capacity strengthening & advisory work, as well as proven experience in partnership building and networking at various levels;
        Proven experience engaging and strengthening the capacity of women, children, youth, and other vulnerable groups to participate in social services provisions.

        Must have legal authorization to work in Uganda.
