PATH is seeking a Finance and Grants Manager to provide administrative oversight to the USAID Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice; increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to:

       1. Ensure that communities in selected districts can identify and articulate their needs and demand quality services;

    2. Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for  better  quality  services;  and

    3. To build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

     Duties and Responsibilities Financial Management
  Establish financial systems and policies for the project that are in compliance with PATH's Financial Manual and good financial practices;
        Contribute to the development of annual work plans and translate the work plan to line items in order to develop annual and project budgets;
        Ensure compliance with all USAID and PATH policies, practices, and regulations;
        Advise project staff on donor requirements; and provide training on financial management, recordkeeping, operational systems, and policies as needed;
        Develop and monitor budgets for the project;
        Analyze project expenses, including partner financial reports, on a monthly and quarterly basis;
        Assess cost-effectiveness of methodologies proposed by the project leadership team;
        Prepare monthly invoices and quarterly financial reports, including projections and forecasting;
        Coordinate input for the annual budgeting process with the Chief of Party and partners;
        Oversee procurement of in-country commodities, other project equipment and services as needed, in collaboration with PATH's Procurement Office;
        Coordinate with partner organizations to ensure consistent, effective, and efficient project finance;
        Ensure preparation and submission of complete and accurate financial reports and cash requests to PATH HQ and USAID;
        Maintain effective linkages between technical components, grants and finance and administrative functions within the project;
        Prepare all required documentation for accounting and audits;
        Supervise and mentor project support staff.

      Grants Management

        Help develop and implement a project grants management system and advise project and partner staff on sub grant management and record keeping, systems, and policies;
        Design grant mechanisms, including project grants manual and related forms, in a way that promotes capacity strengthening of grantees around financial management and compliance;
        Ensure compliance with USAID and organizational requirements on grant making;
        Oversee in the appraisal and evaluation of grant proposals selection of grant recipients, in collaboration with the Chief of Party (COP) and project leadership;
        Manage disbursements to CSOs and partners and monitor financial performance and progress toward objectives;
        Provide information, advice and technical assistance to partners and grantees on project related compliance issues such as financial reporting requirements, audit reports, procurement, and grant monitoring;
        Monitor grantee budgets and expenses to maintain accurate financial records and ensure that grantees do not exceed the available budget;
        Develop and implement a sub-recipient monitoring plan for all grantees, including routine and targeted sub-grantee financial site visits;
        Review and audit grantees’ reports, budgets and proposals to ensure compliance with grant terms and USAID regulations; and
        Work with the COP to resolve any financial issues that arise.

Basic Skills
Financial and administrative skills, including mastery of relevant software, such as Excel and Quickbooks;
        Excellent oral, written, and presentation skills in English;
        Ability to multi-task and to delegate, as appropriate;
        Clear interpersonal communication skills;
        Ability to work effectively with project technical team on project finance and administration issues and tasks.
        Ability to travel up to 25% of the time.

     Qualifications and SkillsMaster’s Degree or higher in Business Administration, Finance, Accounting or other relevant field;
        Must be a certified chartered accountant; 
        At least eight (8) years’ experience in administrative and financial management of large donor projects;
        Demonstrated record of successfully managing grants for donor funded programs is essential;
        Expertise in the financial, regulatory, and contracting aspects of USAID;
        Skills and experience in the appraisal and evaluation of proposals and monitoring of grants;
        Experience in capacity building of sub grantee organizations and in financial and forensic audits of donor-funded projects and programs. S/he shall possess management and communication skills;
        Demonstrated experience in auditing and accounting, grants and fund management;
        Demonstrated experience and skills in developing and managing large budgets;
        Experience in building and effectively supervising a diverse team of employees
