Management Sciences for Health (MSH) is an international non-profit, public health organization with headquarters in USA, whose purpose is to strengthen health programs worldwide.

MSH Uganda is currently running a number of USAID and other donor funded projects including Strengthening TB and HIV & AIDS Response in Eastern Uganda (STAR-E) project in Eastern Uganda funded by USAID.

The mandate of STAR-E is to support comprehensive HIV/AIDS & TB services in the 12 districts of Eastern Uganda (Budaka, Bududa, Bukwo, Bulambuli, Busia, Butaleja, Kapchorwa, Kibuku, Kween, Mbale, Pallisa and Sironko).

Key among the populations targeted for services are Most at Risk Populations (MARPs) primarily: fisher folks, commercial sex workers (CSWs) and their clients, long distance truck drivers, discordant couples, and other emerging MARPs. In a bid to upscale MARPs Programming in the project area, STAR-E intends to hire the services of an HIV/AIDS prevention Specialist as follows:

Duties and Responsibilities:

The overall goal of the consultant will be to support the programming and impact documentation of the MARPs interventions of the STAR-E Project. Specifically the objectives of the consultancy will be:

Objective 1: To assist the STAR-E Project review the existing strategies and activities in light of the recently received ‘Program Pivots & Strategic Changes’ report from the Uganda PEPFAR

Technical Working Groups and whether they are capable of reaching the desired results.

Objective 2: To assist the Project with establishing viable linkages that can bring about the desired continuum of response to the MARPs.

Objective 3: To work with the STAR-E Project and its partners to help document what desirable impact the MARPs interventions have contributed to the overall decline in the epidemic.

Objective 4: To analyze and evaluate the strengths and weaknesses of the Project’s interventions.

Assist the project in documenting best practices from the existing MARPs interventions.

Determine which areas need more attention and make recommendations for how to strengthen these areas.

Qualifications and Skills
1. HIV prevention specialist with experience working with MARPs programming in Sub-Saharan Africa, and preferably in the East Africa region.

2. Fluency in Swahili is an advantage
