Africa and Middle East Health Advisor Job at Medical Teams International

Brief Description:
Guide effective resource acquisition and implementation of health projects by advising and facilitating program development, funding, reporting and evaluation of MTI’s project portfolio in Africa & Middle East as needed. Key Duties and Responsibilities:
  1.    Grow health, AIDS, disaster response, medical training, and SGBV project portfolio by identifying opportunities, conducting needs assessments, identifying funding sources and writing high quality grant proposals in collaboration with country, regional and HQ colleagues.
  2.     Develop strong relationships with donors and communicate with funding sources regularly.
  3.     Provide technical guidance in assessment, project design, implementation, monitoring & evaluation and reporting to increase program quality in both relief and development projects in Africa & Middle East.
  4.     Support development of MTI vision and Christian ministry.
  5.     Help develop program strategy and ensure that projects remain on target.
  6.     Ensure program quality by integrating best practices into project design and proposals.
  7.     Build staff and partner capacity by providing or training staff in project cycle management, monitoring and evaluation and health methodologies.
  8.     Establish effective monitoring and evaluation systems for key health projects.
  9.     Document results and lessons learned for broader dissemination.
  10.     Develop SOW in consultation with project managers, field leadership, and HQ departments (specifically, Program Quality and Evaluation and Africa & Middle East Region).
  11.     Establish collegial, mutually beneficial relationships, and share knowledge and expertise with MTI, partner and donor staff.
  12.     Represent MTI in regional health fora and in-country as needed.
  13.     Ensure reporting formats and monitoring procedures are in place; and ensure thetimely submission of quality reports based on donor guidelines.
Minimum Skills and Qualifications:

    Masters in Public Health (MPH) required (MD with MPH preferred).
    Field experience; at least five years in health development work, preferably in Africa.
    Experience in international NGO program grant writing required.
    Commitment to the mission of Medical Teams International.
    Familiarity with international health program best practices in MCHN; refugee health; monitoring and evaluation of health standards in relief and development contexts, and ability to implement them to meet organizational needs.
    Proficient in Microsoft Word, Excel, and Epi Info. Proficient in use of email, internet and communication systems.
    Ability to work flexible schedule.
    Demonstrated quality writer/editor; advanced document presentation and budgeting skills.
    Ability to identify opportunities in international health programs and liaise with donors and other collaborating organizations.Ability to travel up to 25 to 50% per year.

Breif department description:

The G4AW-MUIIS is a consortium of partners in the agriculture industry who are looking to develop a low cost offering of bundled mobile services and crop insurance to agriculture smallholder farmers in Uganda. The project will reach over 350,000 soybean, maize or sesame farmers. The goal of the project is to increase crop yields by 25% and increase farmer incomes by 20%.
The G4AW-MUISS consortium is being lead by The Technical Centre for Agriculture and Rural Cooperation (CTA) based in the Netherlands. The consortium consists of seven partners are all working in the agriculture sector. Mercy Corps Uganda is the key local implementing partner.

Position Summary:

Mercy Corps is looking for an experienced, qualified Ugandan to fill the position of Program Officer. Reporting to the Agri-Fin Mobile Uganda Country Coordinator, the Program Officer is responsible for providing overall oversight and administration for the G4AW-MUISS program. The role is ultimately about being the focal person for ensuring all elements of the program are executed, while ensuring compliance to Mercy Corps systems.

Key Job fnctions:

  •     Plan and monitor the implementation of the G4AW-MUIIS program especially with regard to the Mercy Corps program deliverables and business model development.
  •     Collaborate with consortium partner in profiling and mapping a sample representation of 350,000 farmers using survey application and real-time data.
  •     Collaborate with consortium partner in defining and collecting baseline data for farmers’ impact assessment;
  •     Conduct field assessments to better understand local end-user preferences for receiving agricultural information.
  •     Work with Mercy Corps Uganda partners customizing software for G4AW-MUISS program needs.
  •     Work with the AgriFin Mobile Director and Uganda Country Coordinator to develop and execute a program impact assessment.
  •     Actively liaise and work to maximize program synergies with Mercy Corps Uganda field programming and management teams;
  •     Assist in writing, editing, assembling, and submitting final funding proposals and reports;
  •     Prepare reports on M&E findings, working closely with technical staff and implementing partners;
  •     Understand donor and Mercy Corps policies, procedures, rules and regulations to assist in monitoring and ensuring compliance.
  •     Respond to internal & external requests for information on program activities through verbal and written communication in coordination with AgriFin Mobile Director and Country Coordinator;
  •     Participate in Agri-Fin Mobile program activities.
  •     Represent Mercy Corps at public and media events when requested
Required knowledge and experience:
  1.  Bachelor’s Degree in business, agribusiness, economic development or other relevant field required.
  2.     Minimum of 4 years practical experience in the private sector, business, market/economic development and/or related industry.
  3.     Demonstrated experience in the private sector and with private sector engagement and development;
  4.     Experience in private sector business development services a plus.
  5.     Experience with market facilitation, supporting systemic change and promoting supporting services indirectly.

The DESIGN Program, is a USAID funded pilot research program whose implementation began on April 15, 2013 and will continue until April 15, 2015 with the possibility of extension. The program combines the research of a prominent research professional based in the USA with the income generation and food security potentials of cooperatives. The research focuses on trust formation and relationships in economic producer groups, and is integrated into the tools used by the DESIGN Uganda team allowing them to conduct the research while setting up the cooperative.
Further to the research of this program is a collaborative project with a health based international development group. The two programs share office space and are working hand in hand to leverage funds and further each other's impact in Bushenyi. The program also encompasses a learning objective which focuses on documenting how organizations work together to achieve cooperative objectives.

The Objectives of the DESIGN Program:
  1. Improve the approach in which new agricultural cooperatives are formed, so that their formation accelerates the rate in which cooperative members begin to demonstrate and adopt improved cooperative practices. Once a cooperative has a strong foundation and adheres to the 'best practices' of cooperative development, the aim is that this will increase the cooperative's production, sales and ultimately their income.
  2. To use the 'lessons learned' from the formation of the new agricultural cooperative in Bushenyi, Uganda and apply this model and learnings to other cooperative development programs regionally and internationally.
Key Duties and Responsibilities:
Global Communities is seeking a dynamic development professional to lead and manage all programmatic and representative activities for the DESIGN Program as it embarks on the immediate formation of a new cooperative in Bushenyi, Uganda. The Field Director will lead the field office and oversee the implementation of all program activities, manage the Uganda team staff, develop M&E processes and be responsible for representation of the program with local officials and at the donor level. The Field Director must have experience in cooperative organization, instruction on good practices and management all in the agricultural sector. Experience with farmer associations or cooperatives in developing countries, especially those comprised of smallholder farms, is required. The Field Director will also be responsible for building relationships with stakeholders associated with cooperatives, from government agencies to academia to external donors.

The Deliverables/Tasks:
  • Conduct community sensitization and consultation in Bushenyi, Uganda.
  • Manage the formation of a new cooperative in theBushenyi district in Southwestern Uganda.
  • Work with Global Communities headquarters based Program Manager and technical team on all deliverables.
  • Coordinate and discuss all program implementation strategies with DESIGN Uganda Program Manager and technical team.
  • Create short-term and long-term work plans to direct office and program activities.

The Qualifications, Skills and Experience:
  • Undergraduate degree in agriculture, cooperative development, business administration or related field is required. An MBA or a master's degree in international development with a focus in agriculture, economic development or cooperative development is a significant advantage;
  • Demonstrated experience working with and building the capacity of cooperatives is required;
  • Formal coursework in cooperative development is preferred;
  • 5-7 years of relevant work experience with a minimum of 3 years of program management experience is required;
  • Demonstrated regional knowledge of East Africa, particularly, Uganda;
  • Demonstrated understanding of business operations and demonstrated ability to formulate business strategies for cooperatives;

The Purpose of the Position
You will work closely with the Ministry of Finance, Planning and Economic Development and other sector ministries to:
  1. Under the general guidance of the Social Policy Specialist and close coordination with Alive, Safe and Learning team leaders carry out analysis of the budget and budgeting process and actively participate in relevant budget meetings and events to help ensure effective budget changes that favor women and children within the UNICEF areas of work, with a particular focus on health budgeting.
  2. Analyze the Social policy environment and generate evidence for effective advocacy for social budgeting with direct impact on the MDG areas for acceleration.
  3. Participate in relevant sector meetings and working groups including the Development partners economists group and development partner working groups. Develop key policy briefs for the focus areas and engage in budget revision at national and district levels to influence the allocation.

The Purpose of the Position
Under the overall supervision of the Chief of Operations, the incumbent will be responsible for and manage the country programme and administrative supply and contracting operation of a large size country office with a throughput of approximately 50 million dollars a year. The incumbent will also be responsible for the overall forecasting, planning, procurement, receiving, distribution and end-use monitoring of UNICEF's supplies and contractual services in support of the Country Programme in the UNICEF office.

The Key Expected Results
1. Undertake supply assessment within the country and conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors. Also, maintain data on local supply sources' and overall performance, (competitive pricing, product quality and timely delivery) of suppliers/contractors. Assess supply operations and control mechanisms and advise on appropriate actions.
2. Manage and supervise the supply staff to ensure qualitative and timely procurement and delivery of supplies and services (28 m/year). In coordination with Senior Programme Coordinator and programme sections, develop and implement an emergency preparedness and response plan for a prompt response during any emergency situations. Develop supply monitoring system for emergency supply monitoring to ensure utilization of supplies for the expected purpose and highest level of accountability to the donors and other cooperating partners.
3. Manage all programme and administration related supplies and Service contracts (institutional) in a legal and cost-effective manner. In coordination with programme sections arrange briefings to prospective bidders for submission of proposals and monitor timely completion and evaluation of performance.
4. Interpret and advise country office on policies and procedures impacting offshore and local procurement of supplies and delivery. Oversee preparation of appropriate documentation, i.e., supply, technical, distribution plans; accurate supply and service requisitions; bid/proposal invitations; tabulations; CRC submissions; Purchase orders; SSA contracts;shipping documents; receipts, release and delivery orders; government receipts; and deviation reports related to these documents.
5. Advice Programme/Operations and Government counterparts on technical specification of supplies/Logistics planning,contracting and Procurement Services, Logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment in support of country programme implementation. Be responsible for assessment of capacity development needs, planning and implementation of capacity building efforts among government and other counterparts on supply procurement, management, storage, distribution and monitoring to ensure timely arrival and utilization with end users at district/project level.
6. In coordination with the Deputy Representative develop supply monitoring guidelines and arrange joint end-use monitoring visits for effective utilization of supplies. Maintain a database, and produce exception and deviation reports as an accountability tool. Initiate actions for systematization of the supply operation for improvement of management, delivery and accountability.
7. Undertake periodic exercise of risk assessment for the supply/procurement/contracting process to determine high-risk areas and put in place control assessment instruments. Advise programme and operations staff on supply/contracting related policies and country supply assessment in broader sense and in following manner.
8. Participate in Country Programme Review Meetings in the districts. Develop analytical MIS reports as monitoring tool and make presentation to Country Management Team for informed decisions.

Required Qualifications of Successful Candidate
- An advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree
