Arrange and do basic maintenance and services of project vehicles and do routine checks.

Assist in purchases and program activities.

Qualitlcatlons and competencies:
Ordinary level education. Good understanding oi English.
Valid driving licence with class B, DL and min. 5 years clean driving experience.
Basic mechanic knowledge, certificate in defensive driving a plus.
Experience in working with multicultural environment.

Brief Background
The UN Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 49 least developed countries. It focuses on Africa and the poorest countries of Asia and the Middle East, with a special commitment to countries emerging from conflict or crisis. Within its economic development mandate UNCDF specializes in public and private financing mechanisms that catalyze economic growth and make it more inclusive and sustainable.
Through country programmes and global thematic programmes, UNCDF offers a unique combination of investment capital, capacity building and technical advisory services to promote Local Development Finance and Inclusive Finance in the Least Developed Countries (LDCs). UNCDF’s Local Finance Initiative (LFI) is an innovative programme designed to unlock financial sectors in developing countries for financing small and medium-sized infrastructure projects that are needed to accelerate local economic and private sector development.

Key Duties and Responsibilities
The Consultant will report to the Chief Technical Advisor, Local Finance Initiate (LFI) based in Dar es Salaam, Tanzania:
Provide specialized project finance advisory services that will lead to the financial closure of Dairy processing plant in Uganda (85 %)
  • Document the critical detailed steps required to reach financial closure of the project including reviewing and updating relevant permits updating prices and other key elements of the independent studies; 
  • Provide a substantially complete financial model based on new information from agreements and negotiations with lenders, equipment suppliers, contractors, lawyers and or any other relevant third parties; 
  • Perform transaction structuring  to achieve the optimal capital structure aimed at meeting known requirements of  lenders and investors; 
  • Prepare relevant project financing documentation including Bank Information memoranda required to present to potential lenders and investors both at preliminary screening and late stage presentations having clear, transparent and relevant information that is in accordance with international standards; 
  • Consult and participate in equity and debt agreements negotiations with lenders/equity investors including term sheet and other key project documents and agreements; 
  • Arrange debt syndication (if necessary), negotiate and agree syndicated loan documentation with project developer and participating banks; 
  • Review final equipment supplier proposals, consult and participate in the terms negotiations with supplier/s and Engineering, Procurement and Construction (EPC) contractors, investors and lenders to protect the project developer; 
  • Consult and participate in the contract negotiations with Operations and Maintenance (O&M) supplier/s to protect project developer; 
  • Advise and support the introduction and negotiations of credit enhancements, guarantees or any other relevant tools intended to mitigate lenders perceived project risks; 
  • Support the structuring of the Special Purpose Vehicle (SPV) and advice on project management plans; 
  • Support the project developer during lender due diligence visits and enquiries; 
  • Advise and support the introduction of currency hedging instruments, where required by the lender; 
  • Advise and support the engagement and negotiations with legal advisors for the project developer / lender; 
  • Advise the project developer through the entire funding negotiation process leading to the signing of financing documentation to achieve project financial closure status; 
  • As part of the final report, prepare a list of activities (including conditions precedent issued by lender/investors) that may remain pending at the conclusion of this assignment for follow up by the project developer.
About Capacity building and knowledge transfer (15%)
  • Support UNCDF staff engagement in project finance deliberations and provide knowledge transfer through on the job consultation sessions and informal training as needed. Deliver at least one in house consultation session/training for each of the following: building dynamic financial models, key elements in negotiating EPC agreements, debt/equity arrangements and assessing risk and mitigation strategies.

  • A short version of bank information memorandum (brief project information) developed and completed
  • Project information has been shared with key stakeholders and at least four potential lenders, investors and providers of risk mitigation facilities in each category have been screened; 
  • At least two term sheets or proposals received, reviewed, and comprehensive responses provided to potential investors and investors; 
  • Initial negotiations of at least two term sheets, possible credit enhancements and guarantees with strategic partners/providers conducted; 
  • Initial negotiations of key project agreements with at least two key stakeholders in each category e.g. EPC contractors, lawyers, government etc. conducted;
  • Project budgets and project management plans developed; 
  • Updated Base Case financial model and sensitivity analyses prepared; 
  • Due diligence report completed.
1st  Status Report produced at end of month 2
Month 3 & 4
  • Advanced negotiations of at least two term sheets, possible credit enhancements and guarantees with strategic partners/providers conducted; 
  • Advanced  negotiations of key project agreements with at least two key stakeholders in each category e.g. EPC contractors, lawyers, etc. conducted; 
  • Substantially complete financial model is delivered; 
  • Updated bank information memorandum drafted; 
Second Status Report produced at end of month 4
Month 5 & 6
  • Final contract/agreements with contractors and or lawyers  approved by the bank for at least one project; 
  • Financial close (financing agreement) for project is approved or in final stages of approval by lenders/investors;
  • Final Report completed and delivered to UNCDF;
Capacity Building and Knowledge Transfer Outputs
  • Month 2 - Complete one in house training in focused on developing financial models to select UNCDF staff; 
  • Month 4 - Complete one in-house training to select UNCDF staff related to negotiating EPC agreements, debt/equity arrangements and assessing risk and mitigation strategies with specific examples from the project and lessons learned.
Reporting:
The following reports shall be submitted to UNCDF (to the attention of the LFI CTA) in form and substance acceptable to UNCDF:
  • Bi-Monthly Status Reports, within 2 weeks after the end of the two months cycle; 
  • Final Report upon completion of the assignment.
Work permits:

Candidates are required to have all appropriate visas in order to work in Uganda throughout the duration of the contract
Compensation:

This contract will be based on daily or monthly agreed fee. Payment shall be made according to a Payment Schedule, to be approved by UNCDF, which will be worked out based on review of the financial proposals and the detailed duties and expected outputs.  The daily or monthly fee is all inclusive and shall take into account various expenses incurred by the consultant during the period of the contract.  Payments will be based on timesheets and invoices approved by UNCDF.
Travel:

UNCDF will pay separately travel expenses (economy airfare, terminal expenses and per diems which include hotel and food expenses) according on standard UN rates based on evidence of approved and actual travel.

Required Skills and Experience

Education:

  •  A Master’s Degree or equivalent in international development, financial management, Business administration or equivalent.
Experience:
  • A minimum of ten years progressively more responsible relevant experience.
  • Development and execution of viable limited recourse project finance transactions in developing countries including projects in Africa;
  • International investment banking experience and a demonstrated track record in securing private sector financing for projects with project sponsors, including sponsors that are SMEs;
  • Knowledge of investment, finance and their project analysis tools and methodologies; 
  • Demonstrated track record in structuring infrastructure projects in developing countries, using risk mitigation structures, including specific elements such as EPC, O&M and off taker agreements/contracts;
  • Demonstrated track record of innovating in the above project development and financing processes, adapting the development, structuring, risk mitigation, and financing as needed to secure private sector finance;
  • Access to potential lenders and alternative equity partners from the Development Finance Institutions (DFI’s) / Multilateral Finance Institutions (MFI’s) / impact investment community; 
  • Demonstrated ability to develop and or close project finance transactions in Africa, is a plus; 
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds which include willingness to try and understand and be tolerant of differing opinions and views.
Language:
  • Fluency in English.

Individual consultants will be evaluated based on a “Lowest-priced among technically qualified candidates”.

Brief Background
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) was established to accelerate progress on meeting the needs for women and girls worldwide. Gender perspective in humanitarian action is vital to understanding the different needs of women, girls, boys and men in order to generate positive and sustainable outcomes. In times of crisis gender roles and dynamics change, women often resort to negative coping mechanisms and GBV becomes more prevalent. It is essential to capture these issues in Uganda's humanitarian response, both at the individual programming level in project design and in programme analysis and development.
In recent months there has been a sudden increase in the humanitarian crisis in Uganda. Insecurity in neighbouring countries, such as the Democratic Republic of the Congo and South Sudan, has led to an increase of refugees to Uganda. In addition, food insecurity and malnutrition has risen. The aim of the project is to safeguard Gender Equality in all humanitarian action interventions and coordination mechanisms and ensure women's rights advocates are empowered to voice their needs in humanitarian crisis and beyond.

Major Duties and Responsibilities

The Rationale of the Assignment:
UN Women Uganda, along with humanitarian partners, has identified the need for strengthening gender mainstreaming in the overall humanitarian response. The IASC Gender Marker is used as a tool in order to achieve this. Its main objective is not to simply add gender-sensitive words to a document, but to strengthen programming and analysis based on the different needs, concerns, capacities and contributions of the affected population. In 2014, through this project UN Women will increase efforts on engendering the overall response and the humanitarian coordination structure. UN Women will provide technical support to the UNCT in Uganda in implementing the Gender Marker tool and gender mainstreaming the humanitarian response in Uganda.

The Assignment objective:
The overall goal is to promote gender equality and non-discrimination throughout the humanitarian operation. The expected output is strengthened gender sensitive analysis, programming and implementation in all phases of emergency relief with particular emphasis on improved data and relief. The consultant will report to the UN Women Uganda Deputy Country Representative.

The Specific objectives:
  • Participation in all relevant Government, Donor, UN Agency, NGO humanitarian meetings;
  • Conduct a gender analysis of the South Sudanese refugee crisis in Northern Uganda, with particular attention to the situation of women and girls;
  • Promote the inclusion of gender dimensions and multi sectoral GBV programme response into needs assessments tools, humanitarian programme documents and assists all implementing actors to incorporate gender equality into all funding appeal documents;
  • Facilitate 2 training workshops for humanitarian actors on implementing the Gender Marker, in partnership with UNHCR, UNFPA, WFP, FAO and UNRCO;
  • Review and analysis of humanitarian response documents, including providing technical inputs into UN/GoU resilience strategy (Refugee and Host Community Empowerment - ReHOPE), prepares a Gender Mainstreaming action plan and makes recommendations;
  • Identify UN Women's interventions in UN/GoU Sustainable Livelihood Strategy and in ReHOPE;
  • Develop a fund raising proposal for UN Women interventions;
  • Develop a gender mainstreaming action plan for all sectors in cooperation with partners;
  • Establish a gender network of humanitarian and development partners at both national and local level;
  • Prepare monthly reports/updates to UN Women Country Office, RO, and HQ;
  • Identify strategic programme opportunities, approaches and modalities for strengthening gender and humanitarian action, in close collaboration with national development stakeholders and partners;
  • Liaise with relevant UN Women Thematic Section in the Regional Center in Nairobi and Headquarters, notably those in policy and program divisions for effectively technical support, project management and quality assurance, to ensure adequate provision of services, flow of information and the project's compliance with its obligations;
  • Perform other tasks as required.
Deliverables and reporting arrangements:

  • A detailed mission report that provides a gender analysis of South Sudanese refugee issues;

  • Regular briefings to the Country Representative on the weekly interagency meetings, bringing to the attention key follow up issues;
  • Monthly update report prepared, and as appropriate regular reports on weekly interagency meetings of various stakeholder meetings.

Brief Job Background
In 2012 OHCHR Uganda supported the development of a framework for monitoring the implementation of human rights recommendations that Uganda has received from the international human rights mechanisms, i.e. the treaty bodies, the universal periodic review and the special procedures. The framework developed indicators for monitoring the implementation of these recommendations based on the human rights indicators guide developed by OHCHR globally. Furthermore, the framework clusters the recommendations according to theme, mechanism and responsible government institution. The framework was presented to civil society organizations and the Uganda Human Rights Commission in March 2013 where it was also suggested by OHCHR that the framework be further developed into an online database/search engine where human rights organizations including UHRC and the government sectors can easily access, search and identify recommendations that Uganda has received, the action required for implementation (indicators), the responsible government agency for implementation as well as the baseline and current status of implementation. The UHRC has agreed to host the database on their website. The database would be updated regularly and would also include the recommendations that the government has received from UHRC in its annual reports. The database therefore aims at assisting a systematic monitoring of human rights recommendations from both national and international human rights mechanisms, facilitate implementation through the identification of indicators and targets and ensure a more wide dissemination of human rights recommendations that Uganda has received among the general public.

The Plan of work:

Develop a web-based search application using Java, MySQL and PHP codes for querying the database. The search criteria should include but not limited to the following;

  • Rights;
  •   Theme/Sector;
  • Responsible implementing institution;
  •  Treaty Body or institution it originated from.
Additional search criteria might be included based on consultations with stakeholders.
In addition, the search result should be presented to the end user in hierarchical manner maintaining the parent /child relationship, and allowing the user to navigate to different levels of the hierarchy. The navigation should be facilitated by the use of icons, indicating the different records. The application should allow printing the PDF documents in a user-friendly manner and if possible to export the search results in Excel. Major Duties and Responsibilities
The Scope of work:

The consultant undertakes to perform the services with the highest standards of professionalism and ethical competence and integrity. The consulting webmaster/Web designer is required to:

  • Consult with OHCHR and UHRC Program Unit and IT staff on the most appropriate site map ,design colors and configuration of the site;
  • Conceptualize and design of the search engine/site based on the approved configurations. The site must be designed to be dynamic and interactive and secure;
  • Provide a webmaster technical and administrative manual and a simplified user manual for other users
  • Train the IT and project/program staff in updating and maintaining the website.
In designing the website/search engine the consultant shall focus on the following key attributes:
  • Content: This will be developed in close consultation with the designated OHCHR and UHRC program staff with major inputs (tables) from OHCHR and UHRC;
  • Usability: The site should be user friendly, with interfaces and Navigation simple and reliable and the website and its content quick to access;
  • Appearance: The graphics and text and style should be consistent thorough the website. The styles should be professional, appealing and relevant to encourage stake holders and the public to access and use the site;
  • Visibility and Accessibility: The site should have high visibility and be easy to find via all major search engines;
  • Compatibility: The website/search engine must adhere to Xhtml standards and proper CSS coding standards to facilitate cross browser compatibility. The engine should be compatible with all major web browsers including Internet Explorer, Netscape, Firefox Opera, Maxthon, Google chrome and Macintosh based browsers.
The consultant must also take into account:
  • Positive User experience- the purpose of the website and its target audience;
  • Aesthetically pleasing design- including designs and applications used by similar organizations in other countries and the use of graphic and color(e.g. logos, photographs) to create an attractive design;
  • Latest website trends, formats and customizations;
  • Exchanging links with other websites, creating affiliations with similar web sites;
  • Clear Navigation and fast-loading pages including the use of ;
  • Clear and descriptive page titles that ensure that the pages appear on major search engines and encourage people to access them;
  • Diversity of website users;
  • Design two interfaces of the search engine one accessible by the public and the other requiring login –user name and password to provide accessibility from the hidden content.
Deliverables/Outputs:
  • An inception report/framework outlining features of the database, based on consultations with OHCHR and UHRC;
  • A working search engine/website for Uganda UPR mechanism and sitemap; a search engine that integrates file content and SQL database querying; Domain name Hosting and configuration; Webmaster and user Manuals;
  • Dissemination of first version of database/search engine for comments on changes/improvements and incorporate suggested changes into a final database/search engine;
  • Development of user manual and Training of Technical and Non Technical staff;
  • Final consultant’s report which should include information on the approaches/tools used for the consultancy and any recommendations for sustaining the integrity of the website.

Payment Modalities:

Notes:
  • The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal;
  • Individuals on IC are not UN staff and are therefore not entitled to DSAs. All living allowances required to perform the demands of the TOR must be incorporated in the financial proposal, whether the fees are expressed as daily fees or lump sum amount.
Evaluation Criteria and Method:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  •  Responsive/compliant/acceptable; and
  •  Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.

You will work closely with the Ministry of Finance, Planning and Economic Development and other sector ministries to:
  1. Under the general guidance of the Social Policy Specialist and close coordination with Alive, Safe and Learning team leaders carry out analysis of the budget and budgeting process and actively participate in relevant budget meetings and events to help ensure effective budget changes that favor women and children within the UNICEF areas of work, with a particular focus on health budgeting.
  2. Analyze the Social policy environment and generate evidence for effective advocacy for social budgeting with direct impact on the MDG areas for acceleration.

The Key Expected Results

The incumbent will also be responsible for the overall forecasting, planning, procurement, receiving, distribution and end-use monitoring of UNICEF's supplies and contractual services in support of the Country Programme in the UNICEF office.

The Key Expected Results
1. Undertake supply assessment within the country and conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors. Also, maintain data on local supply sources' and overall performance, (competitive pricing, product quality and timely delivery) of suppliers/contractors. Assess supply operations and control mechanisms and advise on appropriate actions.
2. Manage and supervise the supply staff to ensure qualitative and timely procurement and delivery of supplies and services (28 m/year). In coordination with Senior Programme Coordinator and programme sections, develop and implement an emergency preparedness and response plan for a prompt response during any emergency situations. Develop supply monitoring system for emergency supply monitoring to ensure utilization of supplies for the expected purpose and highest level of accountability to the donors and other cooperating partners.
3. Manage all programme and administration related supplies and Service contracts (institutional) in a legal and cost-effective manner. In coordination with programme sections arrange briefings to prospective bidders for submission of proposals and monitor timely completion and evaluation of performance.
4. Interpret and advise country office on policies and procedures impacting offshore and local procurement of supplies and delivery. Oversee preparation of appropriate documentation, i.e., supply, technical, distribution plans; accurate supply and service requisitions; bid/proposal invitations; tabulations; CRC submissions; Purchase orders; SSA contracts;shipping documents; receipts, release and delivery orders; government receipts; and deviation reports related to these documents.
5. Advice Programme/Operations and Government counterparts on technical specification of supplies/Logistics planning,contracting and Procurement Services, Logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment in support of country programme implementation. Be responsible for assessment of capacity development needs, planning and implementation of capacity building efforts among government and other counterparts on supply procurement, management, storage, distribution and monitoring to ensure timely arrival and utilization with end users at district/project level.
6. In coordination with the Deputy Representative develop supply monitoring guidelines and arrange joint end-use monitoring visits for effective utilization of supplies. Maintain a database, and produce exception and deviation reports as an accountability tool. Initiate actions for systematization of the supply operation for improvement of management, delivery and accountability.
7. Undertake periodic exercise of risk assessment for the supply/procurement/contracting process to determine high-risk areas and put in place control assessment instruments. Advise programme and operations staff on supply/contracting related policies and country supply assessment in broader sense and in following manner.
8. Participate in Country Programme Review Meetings in the districts. Develop analytical MIS reports as monitoring tool and make presentation to Country Management Team for informed decisions.

Required Qualifications of Successful Candidate
- An advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree
A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with ten (10) years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree (Master's).
- A minimum of eight (8) years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required.
- Prior experience in related training and capacity building is considered highly desirable.
- Prior experience and knowledge in cold chain and vaccines management is considered an asset.
- Previous hands on experience in a supervisory/managerial capacity is required.
- Work experience in emergency duty station is an asset.
- Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

BRIEF  BACKGROUNDDue to recent emergencies, UNHCR is looking for WASH officers in SEVERAL locations to hold a professional management position responsible for provision of expert technical support and advice as well as strategic planning and policy making on activities within the areas of WASH and related technical sectors as an integral part of UNHCR programmes.

MAJOR DUTIES AND RESPONSIBILITIES

A. Strategy and Policy:

    Support the implementation of UNHCR’s Strategic Plan for WASH 2014-18.
    Adapt internationally accepted standards, policies, and guidelines for WASH accordingly to the unique situation of UNHCR’s persons of concern and the country context.
    Represent UNHCR in relevant meetings and conferences when requested.

B. Advocacy:


    Advocate on all issues relating to WASH and refugees and other persons of concern to UNHCR both within and outside of UNHCR.
    Work with others in UNHCR to advocate for access to refugees and other persons of concern to WASH services in national and regional plans and proposals.

C. Technical Assistance:

    Consolidate and provide technical guidance and support to partners on all WASH-related issues to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation.
    Act as a focal point on water, sanitation and hygiene promotion issues within UNHCR and liaise with UN related agencies and governmental and nongovernmental counterparts.
    Review performance, monitor development and evaluate approaches adopted by partners in WASH and related sectors (e.g. natural resources management, environment assessment) and formulate appropriate designs and corrective measures as deemed necessary.
    Review on a regular basis the quantity and quality of water and sanitation services offered in the camps and host communities and ensure the maintenance of records of water, sanitation and hygiene promotion performance indicators for all locations.
    Put measures in place to ensure that regular and accurate reports that analyse the challenges encountered in providing water, sanitation and hygiene promotion services for beneficiaries are prepared and circulated and that periodic reports required by UNHCR at all levels are submitted in a timely manner.

D. Capacity Building:
    Facilitate capacity strengthening activities of UNHCR and its implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern to UNHCR.
    Build the capacity and competence of UNHCR’s Public Health and WASH staff.
    Ensure WASH is adequately addressed in in-house capacity building activities of the agency such as emergency and operations training.

E. Emergency response:

    Being deployed for the first emergency response, to carry out needs assessment and support the country to develop a WASH strategic plan of response.

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

Academic:
Advanced university degree in water and sanitation engineering/water resources development or postgraduate degree in one of the civil engineering disciplines (water supply and/or hydrology) or sanitation/hygiene engineering.

Required Experience:
• Five to eight years progressively responsible functions in water/sanitary engineering or a related field in developing countries dealing with large scale water/sanitary activities. Of the 8 years, at least 3 years experience should be in a capacity directly relevant to the current position in an international humanitarian organization dealing with large scale emergencies or displaced/refugee situations.
• Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines.
• Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of WASH is essential.
• Demonstrated experiences in organising and conducting training activities and information campaign in the areas of environmental sanitation, natural resources management, water quality, bore-hole drilling, vector control and appropriate technologies are other important elements for this post.
• Proven technical expertise in the area of WASH assessment including survey, programme implementation, monitoring and coordination is required.
• Exposure to UNHCR mandate, its priorities and principles.
• Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.

• Previous exposure to cluster approach, preferably both at the global policy level and at field implementation approach.
• Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
• Proficiency in the languages spoken in the region.
