Position Summary
Freedom House's Chief of Party (COP) will oversee a five-year program to support civil society, the judiciary, and the media in Uganda. Position Summary
Freedom House's Chief of Party (COP) will oversee a five-year program to support civil society, the judiciary, and the media in Uganda. III. The Position Description:

- Impact: Strategically select areas of work, partnerships and methodologies that most effectively contribute to poverty reduction, and assure excellence of implementation through total quality management and evidence-based decision-making.
- Leadership: Develop, inspire and enable a team of Ugandan and international professionals to deliver high quality results, and effectively manage human resources, finance and back office functions to optimize cost-effectiveness.
- Fundraising: Secure funding to sustain and grow TechnoServe's contribution to the economic development of Uganda.
LEADERSHIP:
- Regularly develop and adapt the country strategic vision and direction, and execute it in keeping with TechnoServe's overall strategic plan
- Establish and foster relationships with a broad network of donors, practitioners, government representatives and business leaders in the Ugandan economic development field, assimilating and contributing to new developments in the sector
- Recruit, orient and provide for the professional development of highly effective staff in all functions
- Motivate, inspire and enable a team of Ugandan and international professionals to deliver high quality results
- Identify and pursue innovative solutions to poverty reduction
- Identify opportunities where TechnoServe can play a role in catalyzing more competitive, inclusive industries and entrepreneurship
- Undertake industry assessments, market research and other analytical exercises that generate insight into opportunities for TechnoServe to achieve its mission
- Secure funding for the country program by developing concepts, leading sound project design and writing winning proposals
- Cultivate and maintain TechnoServe in-country partner and donor relationships with USAID and other US government agencies; local government, bilateral and multilateral development/donor organizations; foundations and relevant local NGOs; private sector associations and corporations
- Oversee the design, planning and high quality, timely execution of TNS programs in the field
- Plan for and execute robust monitoring and evaluation of program outputs and outcomes
- Ensure cost-effective delivery of donor and client commitments
- Contribute to the documentation and sharing of knowledge within the broader TechnoServe community
- Oversee all TechnoServe's financial affairs in Uganda, including budgets, adherence to effective internal financial controls and review of monthly financial reporting;
- Act as legal representative of TechnoServe in Uganda, conducting all affairs with the government, the media and partners in keeping with TNS policies and procedures
- Maintain good governance practices for all TechnoServe related entities in Uganda in accordance with Ugandan law
- Responsible for participation and compliance with all TNS corporate processes such as the annual planning process, preparation of Program Status and pipeline reports and overseeing the correct and complete updating of the core indicator database
- Ensure compliance with all corporate, donor and regulatory requirements, including but not limited to financial management, procurement and contract management, and deliver high quality and timely donor reports
- Advanced degree in business, economics, agriculture or related field with 10-15 years solid professional experience with progressively higher levels of responsibility
- A minimum of 2 years' experience leading a business unit or large-scale project with responsibility for all aspects of operations
- A minimum of 5 years' experience working in a developing country, preferably in east or southern Africa.
- Demonstrated ability to form, motivate and lead a diverse team to achieve results
- Proven capacity to represent your organization among a diverse range of stakeholders and to fundraise effectively
- Clear evidence of operations management and administration skills
- Strong diplomatic skills to support effective work with government, implementing partners and donors
- Prefer private sector experience in management consulting, agri-business and/or food processing, financial services or equivalent with strong entrepreneurial skills
- Strong analytical as well as oral and written communications skills a must
- Fluent reading, writing, speaking and computer literacy skills in English
- Good working knowledge of economic development, agricultural value chains and entrepreneurship promotion

Major Tasks and Responsibilities:
- Senior leadership: Help set overall strategy and manage operation in East Africa;
- Networking/partnership development: Form relationships and partnerships with organizations that focus on women entrepreneurs;
- Deal sourcing: Identify women entrepreneurs appropriate for investment;

- Oversees all management/administrative reports and monitoring and evaluation activities in accordance with a Performance Monitoring Plan which monitors progress toward achieving the SO and Intermediate Results.
- Oversees all financial report activities, including submission of quarterly reports detailing fund categories and status for all activities.
- Scans the environment and takes leadership actions to maximize opportunities and to strengthen partnerships and alliances
- Clarifies roles, delegates responsibilities to senior staff, communicates expectations for work and contribution to project activities
- Represents Abt Associates' corporate interests in Uganda.
- Master's Degree (minimum), or a PhD (desirable), in Public Health, Business Administration, Medicine, Social Sciences, or other relevant field.
- More than fifteen (15) years of relevant professional experience with a Master's Degree, or 10-15 years with a PhD, designing, implementing and managing large and complex health projects in developing or middle income countries -- relevant experience includes malaria prevention and control, antenatal care services, case management for malaria , and capacity building for supportive supervision or monitoring and evaluation.
- Demonstrated leadership skills and experience in managing malaria prevention and control interventions
- Experience interacting with host county governments and counterparts and international donor agencies at high levels and civil society organizations.
- Experience developing project vision, aligning key stakeholders around that vision, and assuring that the vision is translated into implementable strategies.
- Ability to develop consensus among stakeholders and to assure effective collaboration among development partners.
- Demonstrated ability to assure that individuals and teams adhere to the highest standards of quality, relevance and timeliness.

Chief of Party, Uganda DFAP We are currently seeking a Chief of Party for the Resiliency through Wealth, Agriculture and Nutrition in Karamoja (RWANU) program, ACDI/VOCA’s P.L. 480 Title II Development Food Aid Program (DFAP) in Uganda. This multi-year, non-emergency program is integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is “to reduce food insecurity among vulnerable households in South Karamoja.” The program focuses on strengthening livelihoods and improving nutrition among children under five, incorporating disaster risk reduction and response mechanisms and conflict sensitive approaches. As Chief of Party (COP), his/her responsibilities will be to assume responsibility for overall RWANU program management ensuring achievement of objectives. The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the government of Uganda, sub-recipient partners and other donor and non-governmental organizations. This position is based in Kampala with extensive travel in Amudat, Moroto, Nakapiripirit and Napak districts, Karamoja. Travel is expected to be over 50% of the time.
Responsibilities: • Overall and general management: Assume responsibility for overall program management of the DFAP and act as Country Representative. • The COP will provide leadership, oversight, and support to all aspects of the program including, but not limited to, improving livelihoods of beneficiaries, and promoting improved health and nutrition,. Chief of Party, Uganda DFAP We are currently seeking a Chief of Party for the Resiliency through Wealth, Agriculture and Nutrition in Karamoja (RWANU) program, ACDI/VOCA’s P.L. 480 Title II Development Food Aid Program (DFAP) in Uganda. This multi-year, non-emergency program is integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is “to reduce food insecurity among vulnerable households in South Karamoja.” The program focuses on strengthening livelihoods and improving nutrition among children under five, incorporating disaster risk reduction and response mechanisms and conflict sensitive approaches. As Chief of Party (COP), his/her responsibilities will be to assume responsibility for overall RWANU program management ensuring achievement of objectives. The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the government of Uganda, sub-recipient partners and other donor and non-governmental organizations. This position is based in Kampala with extensive travel in Amudat, Moroto, Nakapiripirit and Napak districts, Karamoja. Travel is expected to be over 50% of the time.
Responsibilities: • Overall and general management: Assume responsibility for overall program management of the DFAP and act as Country Representative. • The COP will provide leadership, oversight, and support to all aspects of the program including, but not limited to, improving livelihoods of beneficiaries, and promoting improved health and nutrition,. The COP will promote strong relationships with the USAID Mission, the government of Uganda and other donor and nongovernmental organizations. • Financial and commodity management: Supervise budgets and financial accounting ; work with headquarters staff on development of budgets and, pipeline analyses; oversee commodity management and logistics staff to manage commodity pipelines. Agricultural productivity: Oversee the design, development and implementation of strategies to improve agricultural productivity and increase rural household incomes; promote market linkages and involvement of private sector • Monitoring and evaluation: Ensure timeliness of monitoring and evaluation activities. Develop reports for donor and ACDI/VOCA management. • Reporting: Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with HQ and communications staff on development of profiles, success stories, etc. • New business: Assist in the marketing, design and development of other ACDI/VOCA projects in Uganda or other countries, as needed.
Minimum Qualifications
• Minimum of 5 years overseas managing large, complex multi-year USAID funded projects with multiple implementing partners • Minimum 10 years relevant food security/livelihoods experience; experience working with agro-pastoralist or pastoralist populations is preferred • Experience in Uganda or East Africa is preferred • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred • Familiarity with commodity management best practices under P.L. 480 preferred • Effective record of building relationships with governmental organizations as well as private and community organizations is required • Established track record of achieving results within difficult working environments is required • Advanced degree in management, international development, or a pertinent field is highly desirable • Fluency in English is required

The Deputy Team Leader works as a consultant-trainer, and diagnoses needs in the FIBs and drafts TOR to mobilise STEs and quality control their deliverables. They may also be called upon to provide training and mentoring support for the EIB’s GL Allocation Processing. The Deputy Team Leader is also a focal point for MSME Support Actions. They should have relevant experience in delivery of M/SME support programmes. They will be in charge of preparing training sessions and/or mobilising STEs to that effect within the geographic zones/Financial Intermediaries under his remit. Responsibilities include drafting Training TOR, quality management control, training evaluation, guidance to trainees, reporting the obtained attendance, performance, satisfaction, and other indices relating to the functioning of the in situ training programme or consulting actions delivered. The reporting is to enable project progress monitoring of results and impacts achieved.

Key Qualifications and Skills:
•University degree, preferably in Business Administration, Economics, Finance, Banking, or related field; or equivalent professional experience •Speak/write English with native level proficiency
General Professional Experience: •Good management skills, preferably in the financial and credit analysis function in a credit department/corporate lending department of a commercial bank, or a consulting firm specialising in MSME capacity building activities with a minimum of 8 years in management •Experience in organising events for MSMEs in order to promote microfinance or commercial bank lending facilities. Track record in managing MSME capacity building activities aimed at raising the level of financial literacy, improving managerial capacity and building entrepreneurship skills of MSMEs in order to help them present bankable projects to FIs •Good writing skills as well as ability to use the advanced functions of word to create reports and excel to create customised spreadsheets for financial analysis purposes and database management reporting purposes
Specific Professional Experience: •Experience in commercial lending experience should preferably focus on lending to the corporate and SME sector. The expert should be familiar with the microfinance sector •Good analytical skills in economic and SME project finance planning and implementation (market and financial analysis risk analysis techniques, and ability to implement computer based models to analyse balance sheets, calculate key financial ratios, and make proactive recommendations in drafting loan documentation and security arrangements) •Practical experience and proven track record in organising and delivering professional bank/ MSME training programmes and development of curricula and training materials •Good analytical skills in economic and SME project finance planning and implementation, fully conversant with market and financial analysis risk analysis techniques, and ability to implement computer based models to analyse balance sheets and calculate key financial ratios for lending analysis •Together, the Team Leader and Deputy Team Leader should be able to cover all the requisite training topics. They should be able to provide proof that they have successfully delivered such training programmes either inside or outside the EU, as well as developed the supporting training materials
