Mercy Corps implements high-quality, analytical development work in very difficult places. We have been operating in Uganda since 2006 and currently implement development programs in the Acholi and Karamoja sub-regions of Uganda with funding from USAID, EC, SDC, and USDA. Mercy Corps is in the fourth year of a 5-year USAID/Food for Peace-funded food security program working in the northern half of Karamoja, and are in search of two community behaviour change assistants to lead community level behaviour change activities in Kotido (1) and Kaabong (1) districts. The project, called Growth, Health and Nutrition (GHG) Program, aims to support the immediate needs of program beneficiaries while promoting long-term development by spurring improvements in key economic sectors of northern Karamoja and strengthening governance and accountability mechanisms. The Community Behaviour Change Assistants (CBCAs) for the Care Group Team will be responsible for the formation and supervision of care groups as well as coordination of complementary activities to support care groups, such as promotion and training of kitchen gardens.

Summary of the position:

The primary focus of CBCAs will be to promote behavior change for maternal and child health and nutrition at household level. This will be done through the care group approach. Care groups are an evidence-based peer-to-peer nutrition learning platform comprised of caregivers and led by village health teams. Care groups conduct ongoing sensitization to promote positive maternal child health and nutrition practices. Care Group CBCAs will be responsible for the formation and start up of care groups, followed by implementation of ongoing health sensitization activities through the care group platform. This includes, but is not limited to supervision of village health teams (promoters), quality control of health promotion activities, spot checks of leader mother activities, and ongoing sensitization with local leadership. The CBCA will also be expected to contribute to content development where necessary, adopt best practices when identified, and coordinate with other NGOs, particularly GHG partner World Vision, to ensure standardized implementation of nutrition promotion activities and to avoid duplication of services.

CBCAs will work closely with community leaders, including but not limited to, community elders, sub-county leadership, role model caregivers and village health teams. The ability to communicate effectively, respectfully and enthusiastically with community structures will be one of the position’s three success factors. The second will be the degree to which CBCAs drive results, producing scheduled outputs at deadline and to expected quality. The third success factor will be the degree to which CBCAs effectively gather activity monitoring and evaluation data and utilize data to inform activity implementation and program learning.

Key Functions of the Job:

• Sensitize community leadership on behaviour change approaches and conduct identification exercises
• Mobilize communities to form care groups, using a standardized approach • Organize and lead trainings for village health team/promoters
• Supervise ongoing implementation of care group maternal and child health and nutrition promotion activities, ensuring quality control
• Coordinate with other health teams to ensure complementary approaches, monitor implementation of project activities and document best practice and success stories
• Support CBCA colleagues to ensure team success, including but not limited to logistics coordination, temporary support during leave, etc.
• Take responsibility for data gathering, data validation, quality control and timely data submission including gender and age disaggregated data
• Support and mentor community partners (promoters, leader mothers) on data collection and use
• Troubleshoot monitoring and evaluation challenges for proactive problem solving with support of
• Utilize qualitative and quantitative data to inform program implementation, actively documenting best practices and lessons learned to share with team during routine monitoring, coordination meetings and other learning opportunities
• Ensure establishment and maintenance of relationships with communities, village councils and local government in Kotido and Kaabong target areas
• Coordination of field activities with other NGO and local government partners to avoid duplication of services and support an enabling environment for health promotion
• When needed, support visits from district and sub-county government, regional and HQ based staff and external visitors, such as donors and media, in collaboration with CoP and DCoP
• Support GHG activities with key stakeholders, ensuring collaboration with counterparts in partner organization World Vision in relevant meetings, internal and external.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
• Other duties as assigned.

Required Knowlledge and experience: 
• A Diploma (Degree is an added advantage) in development studies, nutrition, gender, health sciences, social sciences, or other related development discipline, relevant advanced experience (7+ years) may be considered in lieu of a degree
• Proven experience in conducting community mobilization, training, and networking
• Experience in capacity building with communities in Karamoja
• Knowledge in behavioral change methodologies such as care groups, Community Led Total Sanitation, and other related innovative hygiene and sanitation approaches is a plus
• Knowledge of approaches to promote gender equality, with a training in gender a plus
• Experience and skills in working with other NGOs, government partners, and local community-based organizations.

Minimum Skills and Qualifications:

    Masters in Public Health (MPH) required (MD with MPH preferred).
    Field experience; at least five years in health development work, preferably in Africa.
    Experience in international NGO program grant writing required.
    Commitment to the mission of Medical Teams International.
    Familiarity with international health program best practices in MCHN; refugee health; monitoring and evaluation of health standards in relief and development contexts, and ability to implement them to meet organizational needs.
    Proficient in Microsoft Word, Excel, and Epi Info. Proficient in use of email, internet and communication systems.

Overview

Key Duties
    Provide overall supervision of program activities, including management of personnel and subcontractors

    Serve as IMA's representative to USAID, the Uganda government, other donors and multinationals, technical agencies and other participating organizations
    Manage quality and timely reporting to USAID through monthly, quarterly and annual reports

    Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and/or publishing articles through professional journals

Skills and Competencies
The position requires a competent and experienced person with the following attributes:
    Advanced degree in international health, public health, or related field
    Minimum of 10 years of successful implementation of projects in health systems strengthening, HIV/AIDS programs, maternal and child health, malnutrition, malaria, tuberculosis, organizational development, or related projects
    Experience leading donor-funded projects in Uganda or elsewhere in Africa
    Demonstrated familiarity and understanding of USAID policies and regulations
    Experience supervising personnel in a multicultural environment

Major Duties

Skills and  Qualifications
The position requires a competent and experienced person with the following attributes
    A minimum of a Master's degree in public health, health policy and administration
    A minimum of 10 years of experience in implementation of projects in health systems strengthening, HIV/AIDS programs, maternal and child health, malnutrition, malaria, tuberculosis, organizational development, or related projects
    Proven ability to liaise successfully with government ministries and to foster and maintain good working relationships with senior officials
    Experience working in Uganda's Health context
    Significant experience in an advisory role designing and/or instituting policy reforms at national, local, and community governmental levels.
    A minimum of 5 years of comprehensive experience in managing and implementing USAID contracts and projects
    Proven presentation and writing skills

Major Accountabilities:
    Oversee the recruitment, training and day-to-day supervision of ICAP Uganda PHIA Project staff.

Job Overview:

Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. The Access to Medicines Coordinator will provide technical support to the Uganda Ministry of Health to enhance access to medicines for people affected by HIV, malaria and other infectious diseases. In close conjunction with the Ministry and NGO partners, the Coordinator will seek to optimize Uganda's product selection, enhance the supply chain, and improve the drug forecasting process. The Coordinator will also help the Ministry of Health develop the internal capacity to recommend the optimal drug regimens and strengthen the systems that deliver those drugs to facilities.

The Coordinator must be a strategic thinker with exceptional quantitative skills and experience in managing complex programs. The Coordinator will be responsible for a wide variety of tasks, from quantitative analysis, and leading stakeholder meetings to gain consensus on proposed recommendations. The Coordinator will also spend time in the field, collecting data at low-level health facilities. Organization Overview
Baylor College of Medicine Children’s Foundation – Uganda is a not-for-profit child health and development organisation providing child-focused and family-centered HIV/AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. The Key Result Areas
• Monitor the implementation of Performance Management system, policies and procedures and provide technical support to the regional staff during each performance cycle in the region in line with HR manual
• Collect regional applications, monitor the implementation of the induction and placement schedule of new employees for various posts, process the exit of staff and manage the clock-in & out system in the regions in line with the Baylor Uganda HR manual.
• Review and implement the Baylor Uganda Staff training & development strategy in the regions in line with the HR manual

The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.
Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.
The Access to Medicines Coordinator will provide technical support to the Uganda Ministry of Health to enhance access to medicines for people affected by HIV, malaria and other infectious diseases. In close conjunction with the Ministry and NGO partners, the Coordinator will seek to optimize Uganda’s product selection, enhance the supply chain, and improve the drug forecasting process. The Coordinator will also help the Ministry of Health develop the internal capacity to recommend the optimal drug regimens and strengthen the systems that deliver those drugs to facilities.
The Coordinator must be a strategic thinker with exceptional quantitative skills and experience in managing complex programs. The Coordinator will be responsible for a wide variety of tasks, from quantitative analysis, and leading stakeholder meetings to gain consensus on proposed recommendations. The Coordinator will also spend time in the field, collecting data at low-level health facilities. The Coordinator must become quickly well versed in the costs, efficacy and side effects of diverse drug regimens and formulations. The Coordinator must be able to navigate politics and build relationships at every level. S/he must exhibit a passion for results and a commitment to excellence.
