Peace and Development Internship job at Grassroots Reconciliation Group in uganda

GRG Bakground:

The Grassroots Reconciliation Group (GRG) is a dynamic conflict resolution/development organization working to facilitate the reconciliation between ex-combatants and their home communities in northern Uganda. GRG seeks a Peace and Development Intern to be based in Gulu, northern Uganda to contribute to monitoring and impact evaluation, grant writing, and research. The internship will provide significant professional development to young professionals and/or higher degree students seeking to gain experience in the development/post-conflict sector.

GRG uses an innovative approach to facilitate long-term community reintegration and reconciliation of former combatants of the Lord's Resistance Army (LRA). By working with groups combining ex-combatants and other community members, GRG supports locally designed projects which enable members to work together towards shared goals. These projects include livelihoods initiatives, community savings, counselling, reconciliation and cultural activities. GRG is currently working with more than 800 individuals directly between Gulu and the South Sudanese border regions.

Duties will include:
  1. Conducting research on fundraising prospects and new areas of operation;
  2. Drafting grant proposals for foundation and other donor grants;
  3. Assisting in gathering data on monitoring and evaluation of projects;
  4. As a secondary role, providing as needed support to the Program Director or other staff;
  5. Designing baseline methodologies for new projects and writing evaluation reports;
  6. Supporting GRG's communication strategy through documentation, website/blog updates, newsletters and engagement of different stakeholders;
  7. Guiding emerging programming opportunities as they emerge;
  8. Focal point for the Management Information System;
  9. If a candidate has particular skills (agriculture, psychology, small business start-up etc), GRG would be very happy to develop a placement making maximum use of these skills and interests;
  10. There will also be time where the Intern can work on his or her own research projects.
Key Job Requirements:

This Internship is mainly aimed at graduate students and/or professionals with a background in conflict resolution, peace studies or international development. Key competencies:
    Degree in international development, peace studies, conflict studies or a related field.
    Previous volunteer experience in developing or post-conflict context.
    Knowledge of sustainable development and conflict resolution.
    Good cross-cultural communication skills.
    Good writing and research skills.
    Skills and experience in grant writing.
    Web design/update and multi-media skills a plus, including blogging and social marketing.
    Knowledge of northern Uganda a plus.

The internship is unpaid (interns will be expected to cover their own flight and living costs) but provides excellent field experience at a peace-building NGO in a post-conflict setting in Africa. The Program Director will provide close mentoring and professional development support.

Starting: Immediate. However, alternative proposals (including different start dates or altered duration) may be considered for exceptional candidates.

Brief Position description:

HIAS seeks a Legal Fellow for the summer of 2016 and the fall semester of 2016 to provide support to it’s global refugee rights programs in Nairobi, Kenya and Kampala, Uganda. Legal Fellows conduct interviews with refugees, conduct legal and country conditions research, provide other resettlement-related legal services, and increase HIAS’ capacity to prepare resettlement cases for direct submission to the US and Canada for resettlement. Legal Fellows also assist with other resettlement-related activities, including case identification and review. Please be advised that there is no relocation or housing assistance provided for this position and it is an unpaid fellowship.
 
Key Job Functions:
• Conducts interviews with refugees identified by UNHCR and HIAS partners to be in need of third country resettlement (including refugees who are survivors of torture or sexual and gender-based violence, those with serious medical conditions, unaccompanied children, single-parent heads of households, women most at risk, older refugees, sexual and gender minorities, and other refugees who meet refugee resettlement criteria).
    Prepares refugee case files to be submitted by HIAS to third countries for resettlement.
    Conducts legal research and analysis of refugee-related matters, including of country conditions in refugee-producing countries.
    Drafts memos and other legal documents in support of refugee resettlement claims.
    Follows the status of refugee clients’ resettlement cases and meets with them to provide updates.
    Maintains file management protocols, by entering case information in client database.
    Responds to inquiries from various internal and external stakeholders.
    Attends refugee-related meetings and conferences.
    Performs other tasks as necessary.

Skills, Qualifications and Requirements:

    Undergraduate degree in political science, international relations or a related field; completion of at least two years of an advanced degree in law.
    Excellent research, writing and communication skills.
    Previous legal interviewing skills a plus, particularly with vulnerable persons.
    Familiarity with refugee law and resettlement programs preferred; knowledge of refugee crises and human rights issues in Africa preferred.

Tasks and responsibilities
As manager of the project Strengthening Human Rights in Uganda you are in charge of the technical implementation of measures. In so doing, you will help achieve the objectives of the project on good governance. You are in charge of developing and implementing project plans and activities in close consultation with counterparts, the commissioning party and BMZ. You are responsible for budget management, compliance and HR deployment, as well as for M&E and reporting of the project achievements. You will be responsible for managing at least two national experts and for coordination of inputs of external consultants and, possibly, development workers as well as integrated experts. You will ensure that options for cooperation and synergies with other actors (international organizations, NGOs, media etc.) are optimized and mobilize resources for enhancing the activities of the project. About Your profile
In order to be considered for this position, you must have a masters/MSc or doctorate in an area that is related to the project objectives, with a focus on a relevant field (e.g. Human Rights). Ideally you have 7-10 years (professional experience, with at least 5 years) professional experience in a comparable position (e.g. managerial positions). Through your work - ideally including comparable assignments in Africa (preferably in East Africa) - you have acquired very good consultancy and management skills. Ideally, you have already gained experiences in promoting Human Rights issues in a sensitive and complicated political environment including human rights-related capacity development for state and non-state actors. You also have experience of managing smaller projects and designing cooperation in networks. Key Duties and Responsibilities:
• Work in consultation with the Audit Manager, develop appropriate risk assessments to be used in the process of identifying risks within the various auditable units as per the annual audit plan.
• Develop appropriate audit tests aimed at addressing identified risks and achieving the desired audit objectives to provide assurance that risks are effectively managed or mitigated.
• Carry out normal, snap, and follow-up audits with minimal direction, from planning the audit work to resolving exceptions, communicating with responsible management, and writing reports.
• Prepare clear and concise audit reports on audit findings, detected non-compliance with Factory policies, guidelines, statutory requirements and procedures for discussion with line managers, and the Audit Manager before final reports are issued for corrective action.
• Follow up on all issues arising from audits and other inspections and secure compliance with the agreed recommendations within the relevant time frame.
• Carry out investigations into reported frauds and forgeries as may be assigned.
• Exercise due professional care in performing audit work, including reviewing operating efficiency and making recommendations for cost reductions and earnings improvement.
• Continue professional development through self-training, participation in recommended courses and in-house training.

Required Qualifications, Skills and Experience:
• The Audit Assistant should ideally possess a bachelor’s degree in business field or related discipline
• Possession of part professional qualification such as CIA, CPA or ACCA is desirable, completion would be an added advantage.
• A minimum of two years’ working experience in audit and accounting in a reputable organisation
• Good working knowledge of computerised accounting

Program Design Fellow

Position title: Investigative Specialist
The Need
International Justice Mission (IJM) Uganda is working to eliminate property grabbing in Uganda by bringing rescue and restoration to individual victims, accountability to their perpetrators, and transformation to the public justice system as a whole.  As an Investigative Specialist on IJM's Casework team, you will have the opportunity to bring substantive relief to widows and orphans victimized by property grabbing by investigating allegations of violence and abuse; assisting the police in carrying out investigations and arrest operations; and informing efforts to strengthen the public justice system.
This position is based in Gulu, Uganda and reports to IJM's Director of Gulu Operations.

Key Job Responsibilities

Direct Investigation
  • Investigate allegations of property grabbing made by alleged victims and referral sources;
  • Collect witness statements, documents, photographs, and other relevant evidence;
  • Conduct surveillance and undercover operations in support of investigations;
  • Recruit, train and manage contract-based investigative informants and operatives; and
  • Track case related data in paper and electronic case tracking management systems.
Police Empowerment
  • Assist victims in filing with the police appropriate criminal complaints;
  • Encourage and support police investigations of complaints made by IJM-assisted victims;
  • Liaise with police and other public justice system officials to identify victims of property grabbing;
  • Ensure proper witness statement recording and evidence retention in IJM cases;

Team Support

Supply Manager, Job at UNICEF - United Nations Children's Fund - Kampala, Uganda

Position title:  Supply Manager


The Purpose of the Position
Under the overall supervision of the Chief of Operations, the incumbent will be responsible for and manage the country programme and administrative supply and contracting operation of a large size country office with a throughput of approximately 50 million dollars a year. The incumbent will also be responsible for the overall forecasting, planning, procurement, receiving, distribution and end-use monitoring of UNICEF's supplies and contractual services in support of the Country Programme in the UNICEF office.

The Key Expected Results
1. Undertake supply assessment within the country and conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors. Also, maintain data on local supply sources' and overall performance, (competitive pricing, product quality and timely delivery) of suppliers/contractors. Assess supply operations and control mechanisms and advise on appropriate actions.
2. Manage and supervise the supply staff to ensure qualitative and timely procurement and delivery of supplies and services (28 m/year). In coordination with Senior Programme Coordinator and programme sections, develop and implement an emergency preparedness and response plan for a prompt response during any emergency situations. Develop supply monitoring system for emergency supply monitoring to ensure utilization of supplies for the expected purpose and highest level of accountability to the donors and other cooperating partners.
3. Manage all programme and administration related supplies and Service contracts (institutional) in a legal and cost-effective manner. In coordination with programme sections arrange briefings to prospective bidders for submission of proposals and monitor timely completion and evaluation of performance.
4. Interpret and advise country office on policies and procedures impacting offshore and local procurement of supplies and delivery. Oversee preparation of appropriate documentation, i.e., supply, technical, distribution plans; accurate supply and service requisitions; bid/proposal invitations; tabulations; CRC submissions; Purchase orders; SSA contracts;shipping documents; receipts, release and delivery orders; government receipts; and deviation reports related to these documents.
5. Advice Programme/Operations and Government counterparts on technical specification of supplies/Logistics planning,contracting and Procurement Services, Logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment in support of country programme implementation. Be responsible for assessment of capacity development needs, planning and implementation of capacity building efforts among government and other counterparts on supply procurement, management, storage, distribution and monitoring to ensure timely arrival and utilization with end users at district/project level.
6. In coordination with the Deputy Representative develop supply monitoring guidelines and arrange joint end-use monitoring visits for effective utilization of supplies. Maintain a database, and produce exception and deviation reports as an accountability tool. Initiate actions for systematization of the supply operation for improvement of management, delivery and accountability.
7. Undertake periodic exercise of risk assessment for the supply/procurement/contracting process to determine high-risk areas and put in place control assessment instruments. Advise programme and operations staff on supply/contracting related policies and country supply assessment in broader sense and in following manner.
8. Participate in Country Programme Review Meetings in the districts. Develop analytical MIS reports as monitoring tool and make presentation to Country Management Team for informed decisions.

Required Qualifications of Successful Candidate
- An advanced university degree (Master's) in Business Administration, Management, Economics, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree

Organiation Background

Gender perspective in humanitarian action is vital to understanding the different needs of women, girls, boys and men in order to generate positive and sustainable outcomes. In times of crisis gender roles and dynamics change, women often resort to negative coping mechanisms and GBV becomes more prevalent. It is essential to capture these issues in Uganda's humanitarian response, both at the individual programming level in project design and in programme analysis and development.

In recent months there has been a sudden increase in the humanitarian crisis in Uganda. Insecurity in neighbouring countries, such as the Democratic Republic of the Congo and South Sudan, has led to an increase of refugees to Uganda. In addition, food insecurity and malnutrition has risen. The aim of the project is to safeguard Gender Equality in all humanitarian action interventions and coordination mechanisms and ensure women's rights advocates are empowered to voice their needs in humanitarian crisis and beyond.

Major Duties and Responsibilities

The Rationale of the Assignment:
UN Women Uganda, along with humanitarian partners, has identified the need for strengthening gender mainstreaming in the overall humanitarian response. The IASC Gender Marker is used as a tool in order to achieve this. Its main objective is not to simply add gender-sensitive words to a document, but to strengthen programming and analysis based on the different needs, concerns, capacities and contributions of the affected population. In 2014, through this project UN Women will increase efforts on engendering the overall response and the humanitarian coordination structure. UN Women will provide technical support to the UNCT in Uganda in implementing the Gender Marker tool and gender mainstreaming the humanitarian response in Uganda.

The Assignment objective:
The overall goal is to promote gender equality and non-discrimination throughout the humanitarian operation. The expected output is strengthened gender sensitive analysis, programming and implementation in all phases of emergency relief with particular emphasis on improved data and relief. The consultant will report to the UN Women Uganda Deputy Country Representative.

Key/ Specific objectives:
  • Participation in all relevant Government, Donor, UN Agency, NGO humanitarian meetings;
  • Conduct a gender analysis of the South Sudanese refugee crisis in Northern Uganda, with particular attention to the situation of women and girls;
  • Promote the inclusion of gender dimensions and multi sectoral GBV programme response into needs assessments tools, humanitarian programme documents and assists all implementing actors to incorporate gender equality into all funding appeal documents;
  • Facilitate 2 training workshops for humanitarian actors on implementing the Gender Marker, in partnership with UNHCR, UNFPA, WFP, FAO and UNRCO;
  • Review and analysis of humanitarian response documents, including providing technical inputs into UN/GoU resilience strategy (Refugee and Host Community Empowerment - ReHOPE), prepares a Gender Mainstreaming action plan and makes recommendations;
  • Identify UN Women's interventions in UN/GoU Sustainable Livelihood Strategy and in ReHOPE;
  • Develop a fund raising proposal for UN Women interventions;
  • Develop a gender mainstreaming action plan for all sectors in cooperation with partners;
  • Establish a gender network of humanitarian and development partners at both national and local level;
  • Prepare monthly reports/updates to UN Women Country Office, RO, and HQ;
  • Identify strategic programme opportunities, approaches and modalities for strengthening gender and humanitarian action, in close collaboration with national development stakeholders and partners;
  • Liaise with relevant UN Women Thematic Section in the Regional Center in Nairobi and Headquarters, notably those in policy and program divisions for effectively technical support, project management and quality assurance, to ensure adequate provision of services, flow of information and the project's compliance with its obligations;
  • Perform other tasks as required.
