Job title: Individual Consultant to Develop a Video Documentary of Human Rights Awareness Programme Among the Batwa Community in Muko, Kabale District, Kampala

About Us:
The National Foundation for Democracy and Human Rights in Uganda (NAFODU) led a massive human rights awareness initiative for the Batwa indigenous people. OHCHR supported through the ACTS Projects [Fund], and one fundamental achievement of the intervention has been the election of a Mutwa representative to Local Council III leadership. The programme targets the Batwa community through awareness raising, the Batwa are able to recognize the human rights violations perpetuated against them; barrier to access  services such as education, clean water, shelter, discrimination, access to justice and health facilities.

Objective and scope of this assignment:
  • OHCHR commitment to non-discrimination as a principle of international human rights law;
  • Proof that the principle of non-discrimination has all the potential of contributing to human rights awareness for the marginalized communities;
  • Active involvement and participation in local governance creates increased awareness of [citizen’s] human rights and ability to recognize human rights violations; barriers to access to education, health services, clean drinking water, shelter, and access to justice.
Duties and Responsibilities
OHCHR extended financial contribution and technical support to the National Foundation for Democracy and Human Rights in Uganda (NAFODU). The Foundation has progressed well towards greater sensitization and realization of human rights for the indigenous Batwa communities in the districts of Kabale, Kisoro, Kanungu, Bundibugyo and Rukungiri. Without land of their own or alternative means of livelihood to cope with the new environment, the Batwa became marginalized and continued to live under very squalid conditions of extreme poverty on the parks’ and forest reserve borders. Traditionally, the Batwa lived as hunters and gatherers, residing in temporary huts and caves, deriving sustenance from forest resources like honey, wild fruits, mushrooms and vegetables. Since 1991 there has been little effort made by the government to address their concerns.
Scope of Work:
Under the overall guidance of the Public Information Officer, the Consultant’s main task is to:
  • Collect information, materials, and data about the Batwa indigenous community;
  • Develop and produce visual aid (video) to accompany the written-up documentation.  
 Expected Outputs and Deliverables:
The Consultant will ensure the following results are delivered by the indicated timeline:
  • Information  and data about the Batwa is well documented and archived;
  • A master copy of video to accompany the use of Book is produced in high-quality.

Required Skills and Experience


  • Bachelor degree in Communication, Social Studies, Literature, Broadcasting and Design, Filmmaking or other related field or comparable experiences in film making.
Experience:
  • Previous experience working in producing information materials such as reports, or similar project [information] products;
  • Prior experience in producing /making visual aid/video;
  • Demonstration of ability to use Adobe Premiere and other video editing software is vital;
  • 3 years of professional working experience in video-making;
  • Extensive working experience in publishing, production house and/or similar institution will be considered;
  • Sample of past works (videos) must be submitted;
Language Requirements:
  • English is required: high level language writing skills are essential.
Duration of Consultancy:
The assignment is expected to take 14 working days spread over one month (05th August to 04th September 2013).

Submissions:
  • First draft of video script [to review team] and video footage is expected by 12th August 2013;
  • Submission of first edit of the video (max 20 minutes), is be expected by 16th  August 2013;
  • Submission of second edit of the  video is expected by 22nd August, and 
  • Submission of final products (Final Text and Video Master Copy) is on 27th August 2013.
Reporting:
  • The Professional Editor/Filmmaker will, report, seek approval/acceptance of all outputs from OHCHR Public Information Officer. The Professional Editor/Filmmaker will be under the direct supervision of OHCHR Public Information Officer;
  • The Professional Editor/Filmmaker will be called for coordination [review] meetings at OHCHR as required by the supervisor or other designated personnel;
  • The Professional Editor/Filmmaker will, in the course of the assignment, meet interviewees; who will include local government personnel, project staff, beneficiary communities, OHCHR staff, etc and all these engagements will be arranged by OHCHR Public Information Officer;
  • All interviews will be scheduled by OHCHR Public Information Officer, transport to and from the field will be provided by OHCHR and office space [when required] will be offered for a specified period [in any case not beyond the project period].
Price Proposal and Schedule of payments:
The Professional Editor/Filmmaker should submit a financial proposal expressed as a Lump Sum Amount.
  • The lump sum amount is all inclusive of substance allowance, health insurance and all other expenses except transport to and from the field, and other logistical arrangements above;
  • The contract price is fixed regardless of changes in the cost components;
  • OHCHR will provide transport to and from the field and interview sites;
  • Travel to and from OHCHR Offices for scheduled review meetings should be factored in the Lump Sum Amount by the Professional Editor/Filmmaker.
Payment shall be by the lump sum modality in the following 3 installments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:
  • Upon Submission and approval of first draft of video script and video footage & Submission of first edit of the video 20%;
  • Upon submission and approval  of second edit of the video 30%;
  • Submission  and approval of final products (Final Text and Video Master copy 50%.
Evaluation  Method and Criteria:

Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; - 70%
Financial Criteria weight; - 30% Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Technical proposal: Brief description of why the individual considers him/herself as the most suitable for the assignment and a methodology, on how they will approach and complete the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II);
  • Annexes (to be downloaded from UNDP Uganda website, procurement notices section: www.undp.or.ug).
