The IRC seeks an experienced M&E Officer to provide technical support for a proposed US Department of Labor (USDOL) program to help Ugandan youth develop the skills to secure decent work and to serve as civic leaders in their communities. The project will target vulnerable youth ages 15 to 18, promoting education and vocational training and decent work opportunities for those of appropriate work age. The project will also seek to enhance livelihoods for youth and their households, support civic engagement of youth, and encourage youth to take on leadership roles within their communities. This position is contingent on the IRC being awarded the cooperative agreement.

Duties and Responsibilities
The monitoring and evaluation officer will be responsible for:
  • Ensuring the quality and relevance of the project's monitoring and evaluation design, including but not limited to the development of all relevant tools;
  • Developing an evaluation design that will provide data and lessons learned in order to replicate the youth empowerment and development initiative design in other African contexts;
  • Leading and designing an outcome-oriented research study;
  • Leading implementation of monitoring and evaluation activities for the project, by providing technical support, training and guidance on best practices vis-à-vis monitoring and evaluation for the proposed project;
  • Hiring and managing all monitoring and evaluation staff;
  • Working with the project team, including all partner staff and organizations, and others to ensure that all interventions fall under a cohesive monitoring and evaluation design.
Skills and Qualifications
  • Minimum of five years professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Bachelors or Master's degree in statistics, demographics, public policy, international development, economics, or related field. Master's degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience managing and providing ongoing training to M&E field officers.
  • Ability to facilitate and serve as a project liaison for externally-managed evaluations.
  • Candidates should have strong writing and editorial skills, be able to work under pressure, and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.
  • Candidates with experience working on USDOL-funded projects is a plus.
  • Experience working in Uganda a plus.
  • Fluency in English is required.
