The IRC seeks an experienced Training and Development Specialist to provide technical support for a proposed US Department of Labor (USDOL) program to help Ugandan youth develop the skills to secure decent work and to serve as civic leaders in their communities. The project will target vulnerable youth ages 15 to 18, promoting education and vocational training and decent work opportunities for those of appropriate work age. The project will also seek to enhance livelihoods for youth and their households, support civic engagement of youth, and encourage youth to take on leadership roles within their communities. This position is contingent on the IRC being awarded the cooperative agreement.
Responsibilities
The Training and Development Specialist will be responsible for:/
  • Providing technical support, training and guidance on best practices to the proposed project as related to interventions promoting youth employment and participation;
  • Ensuring the quality and relevance of the project's activities to assist youth in securing decent work opportunities and promote improved livelihoods for youth and their households;
  • Supporting the establishment of or strengthening of targeted support and opportunities for youth, including non-formal education, technical vocational education, apprenticeships, entrepreneurship training and support, microenterprise development opportunities and access to financial services;
  • Working with the project team, including partner staff, and others to ensure that all interventions take into account the holistic needs and capabilities of youth and support their protection and development;
  • Working with private sector partners, as well as relevant ministries and officials, to provide youth with employment, entrepreneurship, financial service access and networking opportunities;
  • Ensuring that in all interventions, there will be an explicit inclusion and expectation of promoting the active engagement of youth at all stages of the project cycle, and building leadership capacity and engagement in community and national forum.
Qualifications and skills
  • Master's degree in economics, education, international development, or other human development related field.
  • Minimum of three years of experience in a leadership position and with demonstrable success in developing employment/livelihoods training and development interventions, preferably in Uganda.
  • Experience with skills training, employment generation, entrepreneurship, alternative/additional income generation, and projects promoting leadership development, preferably with a youth focus.
  • Understanding of youth empowerment and development issues.
  • Experience working successfully with government agencies and private organizations engaged in promoting youth empowerment and development, including the provision of livelihoods and social services.
  • Experience working with employers' organizations, trade unions, or other civil society organizations.
  • Previous work experience in conducting and interpreting market surveys and designing and implementing monitoring and evaluation plans is highly desirable.
  • Experience managing USDOL-funded projects is a plus.
  • Fluency in English is required.
