Brief summary of the job
The Kampala-based Manager, Purchasing & Logistics will lead procurement and supply chain activities of a proposed 5-year, $50 million integrated health and health systems strengthening project with implementation in 15 districts in Uganda, funded by the United States Agency for International Development (USAID). Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.

Duties and Responsibilities
Manage the process for procurement planning and supply chain activities, inventory control, logistics and distribution, and ensure that processes function efficiently and effectively
    Work closely with the Project Chief of Party, Deputy Chief of Party and/or Finance Manager  to ensure integrated and harmonized operational systems
    Ensure that procurement is done according to USAID and FHI 360 rules and regulations
    Responsible for navigating GOU legal, tax and customs clearance procedures and processes
    Provide oversight and leadership to ensure appropriate handling of commodities
    Oversee the work of consultants and subcontractors, as required

Qualifications and Skills
    BA (Masters preferred) in Business, Finance, Logistics, Supply Chain Management or related field with a minimum of 8 years of experience in project management, including supply chain and logistics operations management, subcontracts supervision and management.
    Familiarity with pharmaceutical supply chain requirements
    Experience managing health commodity supplies will be an added advantage
    Thorough knowledge of USAID and its contractual and reporting requirements
    Strong understanding of GOU legal, tax, and customs clearance procedures and processes
    Excellent critical thinking and problem solving skills with persistent attention to detail
    Ability to communicate technical supply chain matters in a clear and concise manner
    Experience working on USAID-funded programs
    Proven ability to work as effective team member
    Ability to work independently and manage a high volume work flow
    Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
    Strong written and verbal communication skills in English.
    Ability to travel within country or region and internationally if needed.
    Experience working in Uganda preferred.
