Brief summary of the job
The Kampala-based Technical Officer, HMIS will provide technical guidance on activities under a proposed 5-year, $50 million integrated health and health systems strengthening project with implementation in 15 districts in Uganda, funded by the United States Agency for International Development (USAID). Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.

Duties and Responsibilities
    Provide guidance, technical assistance and capacity building on health management information system (HMIS) activities
    Conduct assessments on current HMIS systems at the district-level
    Work closely with the Ugandan MOH, district health management teams, and the private sector to prioritize HMIS needs and interventions
    Monitor field activities and ensure timely completion of objectives
    Oversee documentation of results, research and evaluation evidence, and lessons learned on HMIS interventions

Qualifications and Skills
    MS/MA/MPH in public health or related field with 5 - 7 years of experience designing, developing, implementing and maintaining health data information systems
    Demonstrated ability to interact with donors, implementing partners, and host country governments on HMIS issues
    Ability to work independently  and manage a high volume work flow
    Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
    Strong written and verbal communication skills in English.
    Ability to travel within country or region and internationally if needed.
    Experience working in Uganda preferred.
