Brief summary of the job
The Kampala-based Technical Officer, HSS will provide technical guidance on HSS  activities under a proposed 5-year, $50 million integrated health and health systems strengthening project with implementation in 15 districts in Uganda, funded by the United States Agency for International Development (USAID). Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval

Duties and Responsibilities
    Provide guidance, technical assistance and capacity building on health systems strengthening (HSS) activities
    Lead the design of the capacity building component of local partners in health systems strengthening (HSS), including the development of training materials
    Organize capacity-building/training events that respond to the local needs and priorities
    Track progress of HSS activities through the monitoring of health systems indicators at sub-national level
    Provide technical assistance to the Uganda MOH and local partners to design, plan, manage and evaluate their HSS strategy
    Monitor field activities and ensure timely completion of objectives
    Oversee documentation of results, research and evaluation evidence, and lessons learned on HSS interventions
    Contribute to collaborative reviews of progress to learn and adapt the HSS strategy based on results and scientific evidence

Qualifications and Skills MS/MA/MPH in public health or related field with 5 - 7 years of relevant experience with international development programs
    Experience with HSS with applications to international health priorities such as: HIV/AIDS, Tuberculosis, Malaria, maternal and child health, and reproductive health required.
    Demonstrated ability to interact with donors, implementing partners, and host country governments on HSS issues.
    Ability to work independently and manage a high volume work flow.
    Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
    Strong written and verbal communication skills in English.
    Ability to travel within country or region and internationally if needed.
    Experience working in Uganda preferred.
