Program Officer, Fortification - Job at John Snow, Inc In Uganda

Job Title: Program Officer, Fortification
Location: Kampala, Uganda
Brief Job Description: Under the direction and supervision of the Fortification Advisor, the Program Officer, Fortification, will provide day-to-day support towards SPRING’s support for the Ministry of
Health’s (MOH’s) coordination work related to industrial fortification (MOH, National Working Group on Food Fortification [NWGFF] and Uganda National Bureau of Standards [UNBS]) and home fortification (MOH and Technical Working Group). In addition, and with additional direction from the staff in home office, the Program Officer will also support anemia control activities (MOH, Anemia Consultative Group) and the Pathways to Better Nutrition case study (OPM). Overall, the Program Officer, Fortification, will provide technical and operational support in coordinating technical and administrative inputs for the anemia, fortification and case study activities.

MAJOR DUTIES AND RESPONSIBILITIES
Anemia and Fortification

1. Support the day-to-day implementation of the workplan activities related to fortification and anemia, and provide input into the development of annual, quarterly and monthly work plans.
2. Facilitate, draft and participate in the development of, and/or timely completion/review of, technical reports from SPRING, industries, UNBS, National Drug Authority (NDA), health inspectors and URA, such as: quarterly reports, technical and strategy papers, budget updates, assessment reports, and other ad hoc reports, as required.
3. Support the Fortification Advisor with the timely preparation of concept papers, with supporting documents for approval by Country Management Team.
4. Manage the preparation for special technical events such as conferences, working group meetings, and workshops.
5. Support MOH officers to convene, prepare agendas for, and document technical meetings, including the Anemia Consultative Group Meeting. Undertake the same activities for SPRING convened meetings.
6. Conduct follow-up activities that may emerge from the meetings.
7. Participate in and present at meetings, seminars, debriefings and other technical meetings, such as the NWGFF and Anemia Consultative Group Meeting.
8. Provide support on technical initiatives.
9. Work with the assigned M&E Analyst to develop monitoring tools for fortified food production, distribution, quality, procurement of premix, quantity, and use, in collaboration with the Fortification Advisor, MOH, and UNBS, and ensure these are completed, and approved for use, and disseminated as necessary
10. Work with the M&E Analyst to track indicators of the progress of the work of the Anemia Consultative group.
11. Coordinate with UNBS to ensure efficient and timely training of relevant companies fortifying maize, wheat and oil on the use of monitoring tools.


Uganda Case Study of SUN (35% LOE)

Under the direction of the Principal Investigator, and working in collaboration with other co-investigators:
1. Participate in baseline interviews and key informant interviews.
2. Assist with qualitative data collection, entry and analysis.
3. Support ongoing monitoring of key informants, nutrition coordination activities/meetings, and other in-country sources to add to the qualitative dataset over time.

KEY SKILLS AND QUALIFICATIONS
1. Bachelor’s degree or equivalent work experience in the field of nutrition, food science and technology or related field.
2. Research and M&E skills are a plus.
3. Minimum working experience of three to five years in Uganda on agriculture, health or nutrition programs/projects with preference to management experience on nutrition programs/projects.
4. Proven ability to develop, write, and edit reports.
5. Excellent interpersonal skills and ability to work successfully in a team environment.
6. Ability to work comfortable in the MS Office package.
7. Excellent written and verbal English language skills.
8. Experience with the Ugandan government systems and procedures.
9. Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
10. Ability and willingness to travel throughout Uganda and occasionally, outside Uganda.
