Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women (UNW) will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human
rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women is working closely with the Government of Uganda to ensure that commitments on gender equality and gender mainstreaming translate into action to impact positively the situation of women.
The Government of Uganda is committed to promoting gender equality as evidenced in the Constitution and through being a signatory to regional and global instruments such as the Convention on the Elimination of Discrimination against Women (CEDAW) (1979), Beijing (1995), and the UN Declaration on Violence Against Women (1993). The first Uganda Gender Policy was adopted in 1997 in the course of the implementation of the Beijing Platform of Action. But some emerging socio economic development issues have been central to the revision of the Policy 10 years later, in 2007. These issues include among others, government's emphasis on accelerating economic growth; poverty eradication; sector-wide approach to planning; effective service delivery through decentralization; privatization; public- private-partnership and civil service reforms.

These elements of the new socio economic development context presented opportunities and challenges in pursuit of gender equality and women's empowerment. To this end, the Gender Policy has been designed to guide and direct at all levels of planning, resource allocation and implementation of development programmes with a gender perspective. The priority areas of focus of the Uganda Gender Policy are improved livelihoods, promotion and protection of rights, participation in decision-making and governance, recognition and promotion of gender in macro-economic management. The policy gives a mandate to the Ministry of Gended Labour and Social Development (MGLSD), and line ministries, to mainstream gender in all sectors. The responsibility of the MGLSD is to provide technical support on gender mainstreaming to sectors, including setting standards, developing gender guidelines and helping to monitor their operationalization.
However, if the MGLSD has the mandate to coordinate the monitoring and evaluation of the Uganda Gender Policy, the policy clearly states that the MGLSD does not have sole responsibility for gender mainstreaming. Other ministries are required to translate the policy into sector plans and actions that are sector specific, and build the capacity of their staff to undertake gender analysis, responsive planning and budgeting.
At the time of its elaboration the Uganda Gender Policy did not adopt an action plan but has been implemented through the Social Sector Investment Plan and the National Development Plan (NDP). One of the policy's provisions is to undertake its midterm evaluation to adapt its objectives, outcomes and strategies to new priorities in gender equality and women's empowerment in Uganda five (5) years after its adoption.
Purpose:
After five (5) years of implementation, it is a requirement to conduct a mid-term review of the Uganda Gender Policy in order to assess its progress against goal, objectives, outcomes and interventions, and to recommend relevant follow up measures for future implementation.
The outcome of the midterm review will be used for two purposes:
To address challenges faced in implementing the Gender Policy and develop appropriate management; and institutional responses to improve delivery on promoting gender equality and women's empowerment;
To inform the elaboration of the implementation plan of the 2nd phase of the Gender Policy.

Major Duties and Responsibilities
The tasks for the consultant work are as follows:
In close collaboration with the two (2) assistant Researchers engage in data collection to:
  • Assess the continued relevance (alignment with national priorities) and pertinence of the Gender Policy in light of changes in the development context of Uganda;
  • Assess progress made and challenges faced during the implementation of the policy;
  • Document lessons learned and identify emerging issues relevant to gender equality.
Using this analysis and collected data the study will make recommendations on critical and emerging issues to address to promote gender equality.
Under the overall guidance of the Ministry of Gender, in close collaboration with the two (2) assistant Researchers, the Senior Consultant will be responsible for the following key functions:
  • Develop a Concept Note on the Proposed review, inclusive of a detailed budget;
  • Develop a detailed Review Plan for the gathering of quantitative and qualitative data and information which will inform the study's content and analysis. This review plan should include the following components:
  • Aim of the review;
  • Theoretical Framework;
  • Rationale for the review;
  • Review design and methodology;
  • Guiding review questions;
  • Data collection methods, including list of potential interviewees;
  • Data analysis;
  • Time-frame and work plan;
  • Convene and facilitate a meeting to share the Review Plan and Review Instruments to assure quality of the research design and methodology before field research begins;
  • Develop a detailed bibliography and list of documents for the literature and document review;
  • Conduct literature and document reviews, field research and conduct interviews as per the research design and methodology;
  • Develop a detailed outline of the review's content [Chapters and the information and analysis provided in each chapter] for internal review [UN Women] to guide the analysis and write-up of the study;
  • Write the first draft of the review and circulate for review;
  • Finalize the report based on comments and inputs;
Deliverables:
  • Concept Note;
  • Review Plan which includes time-frame and work plan;
  • Instruments for conducting interviews and gathering data and information;
  • Bibliography of sources;
  • Detailed outline of the final study's content;
  • The final review report.
Must be able to work with minimum supervision.

Required Skills and Experience
Education:
  • A PhD in social studies or a related field or equivalent;
  • (Gender and Women Studies an added advantage).
Experience:
  • Over ten years of practical field experience in evaluation and at least 5 years in leading evaluation teams;
  • Wide experience in quantitative and qualitative data collection methods;
  • Experience with focus group discussions and key informant interviews;
  • Evidence of work with multi-stakeholder groups;
  • Effective knowledge of issues concerning policy implementation, women's rights and gender equality;
  • Specific knowledge of development processes and the functioning of state institutions;
  • Knowledge of computer software programs such as the Microsoft Office suite;
  • Excellent facilitation skills and the ability to conduct and document reviews and evaluations;
  • Tracked record of writing focused evaluation reports at high international standards;
  • Tracked experience in managing and supervising evaluation and review teams.
Language Requirements:
  • Fluency (both oral and written) in English.
Evaluation: Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation 70%-30%;
  • Technical Criteria weight- 70%;
  • Financial Criteria weight- 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Technical Criteria – Maximum 100 points
  • Expertise of the Individual – 30 Points;
  • Description of approach/methodology to assignment – 70 Points.

Financial proposal:

Financial Assessment
Lump Sum Amount approach shall be used with the following expectations:
  • The lump sum amount must be 'all-inclusive';
  • The contract price is fixed regardless of changes in the cost components.
