About Us: The United Methodist Committee on Relief (UMCOR), under the General Board of Global Ministries of the United Methodist Church, is a non-profit 501(c)3 organization dedicated to alleviating human suffering around the globe. UMCOR’s work reaches people in more than 80 countries, including the
United States. We provide humanitarian relief when war, conflict, or natural disaster disrupt life to such an extent that community’s are unable to recover on their own. In countries where UMCOR/GBGM operates, programs are channeled primarily through local field offices, local church structures (including hospitals and clinics), as well as other grassroots and partner organizations.

Broad Description of the Role:
Imagine No Malaria (INM) is a $75 million effort of The United Methodist Church to eliminate malaria deaths in Africa by 2015. Achieving this goal will require a comprehensive approach to fighting this disease, on a larger scale than all previous efforts. To truly overcome malaria UMCOR and its partners will support programmatic prevention methods through long lasting mosquito net distributions, but also improve education about the disease, help establish integrated community-based malaria control programs that connect with other primary health care efforts, conduct communications outreach and revitalize hospitals and clinics to improve treatment across the continent. Such malaria control interventions will be reviewed and supported through the Imagine No Malaria Technical Review Panel.

Job PURPOSE:
The overall aim of the Malaria Initiative Unit of UMCOR is to develop and improve the United Methodist Church’s role and programmatic platform to reduce the incidence, morbidity and mortality from malaria (as it related to larger primary and maternal and child health issues).

Primary Mission Responsibilities:
UMCOR is currently seeking an INM Monitoring and Evaluation (M&E) Officer to provide technical guidance to UMC health boards and UMCOR field offices in:

    Designing effective malaria control interventions
    Writing successful proposals; and
    Demonstrating impact

The position will assist in establishing a uniformed M&E platform for INM program implementers to ensure consistent and coherent reporting. The position is also responsible for developing standards and providing training in order to set up uniform frameworks for HQ, field and health board staff.

Essential Functions:
The principal activities of this position include coordinating with the INM Program Team to oversee the: i. Coaching of health boards and UMCOR field offices in developing meaningful M&E plans. proposals that will demonstrate meeting the programmatic goals. ii. Inventory, evaluation and improvement of INM’s current baseline and program monitoring tools and mechanisms for data collection, management and analysis. iii. Review of health board and field office program reports to analyze data and use M&E findings to guide programmatic decisions. iv. Evaluation of programs’ impact on the organization and target communities. v. Interpretation and translation of field data into marketable information and messaging for technical, community and donor audiences vi. Training for staff on INM M&E methodologies and protocols to ensure a uniform standard of measuring and reporting program input, process, outcomes and impact.

SKILLS, KNOWLEDGE, ABILITIES:

Requirements • Degree(s) and professional experience in Biostatistics/ Epidemiology/ Public Health; • At least two (2) years of technical field and administrative experience in conducting community health assessments; • Strong English speaking and writing skills; • Demonstrate capacity to collaboratively design and implement baseline collection and monitoring and evaluation mechanisms; • Experience working on malaria and behavior change communication preferred; • Demonstrated ability to work effectively in a multi-site initiative and in a team-based structure; • Good knowledge of the use of common epidemiological and statistical tools such as Epi-info, MS Excel and SPSS, and database management; • Ability to write comprehensive and concise program reports and updates for technical and donor audiences; • Organizational skills and attention to detail is required; • Must demonstrate flexibility to adapt to constantly-changing situation and environment; • Experience with reporting to institutional donors, such as USAID, DFID, European Union, U.N. agencies and large foundations; and • Up to 30% time dedicated to travel.

Desired Skills
• Capacity to develop a sound grant management and evaluation system. • Strong organizational, writing and communication skills. • Ability to teach and coach grants and program management at the grassroots, field and HQ levels. • Can work independently while being a strong team player. • Interest to work with a multi-ethnic team in a culturally appropriate manner. • Skilled at presenting complex yet concise reports to a large and variant group of stakeholders. • Language skills, particularly in Portuguese and/or French, desired.
