About the Employer:  Uganda Retirement Benefits Regulatory Authority (URBRA)
The Uganda Retirement Benefits Regulatory Authority (URBRA) was established by the Government of Uganda under the Uganda Retirement Benefits Regulatory Authority Act 2011 to:
a) Regulate the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sector
b) Supervise institutions which provide retirement benefits products and services
c) Protect the interest of member and beneficiaries of retirement benefits schemes
d) Promote the development of the retirement benefits sector
e) Provide for licensing for custodians, trustees, administration and fund managers of retirement benefits schemes, the appointment of inspectors and interim administrators.

Duties and Responsibilities:
• Develop and establish the legal foundation and set of restrictive and injunctive regulation and rules to govern the structure and operations of pension providing institutions
• Lead and guide the pension supervisory function using a risk-based approach
• Ensure enforcement and promotion of adherence to the pension sector standards and rules
• Direct and make decisions on licensing applications and grant licenses as appropriate
• Ensure proper financial reporting, auditing and actuarial reviews of pension funds
• Develop supervision measurement, evaluation and risk assessment standards and systems
• Responsible for decisions on intervention and corrective actions where there are contraventions
• Guide the process of publishing and disseminating the

Required Education and experience
• A Master's Degree in Law, Finance, Banking, Actuarial Science, Economics, Financial Accounting, and Insurance
• A professional qualification in any of the above fields
• Membership of a relevant professional body
• A minimum of ten (10) years of experience in risk management, investment analysis, supervision and compliance at managerial level in the financial and/ or pensions sector Functional and Core Competences Financial analysis Investment analysis Extensive Pension sector knowledge
