Uganda Road Fund (URF) is a body corporate established by tile Uganda Road Fund Act 2008, to finance routine and periodic maintenance of public roads. Tile Fund seeks to fill vacant positions at its Secretariat in Kampala, and accordingly invites applications from suitably qualified individuals to fill the following post:

Role Definition
To co-ordinate development and implementation of tile Fund's policies,
Strategies, plans and reports to ensure achievement of URF's goals and objectives.
 
Key Responsibilities:
Plan and oversee tile implementation of Technical, Strategic and Policy research and ensure appropriate dissemination of tile findings to stakeholders.
Manager and coordinate the development and implementation of URF's Business strategy.
Develop and implement Operational and Management systems, 2G Road Fund business processes, work flow streams, standards operating policies and procedures for URF.
Manage and report on annual implementation of 1, 3 and 5 year road maintenance financing plans of tile Fund. Manage and coordinate implementation of the 5 year corporate plan of tile Fund.
Manage and coordinate URF reporting schedule, prepare and disseminate monthly, quarterly, and annual reports of tile Fund.
Mainstream sector plans, policies and standards into URF operation.
Establish a framework to ensure currency of URF database of road assets, Unit costs of desiqnated agencies.
Provide for URF's presence and participation in tile transport sector forum and related fora.
Oversee formations and operations of District Road Committees (DRC's).
Advice Management on new Strategic chances in the sector in respect of sector policies, strategic plans of Designated Agencies, ARMFA pronouncements etc. Perform any other duties assigned by Management from time to time.

Skills and Qualifications:
1. Bachelor's degree in Civil Engineering (Registered), Economics, Statistics, Business Administration!
Commerce or related discipline.
2. Advanced degree in Highway Engineering, Public Administration and Management, Transport Economics, Transport Policy, Economic Policy and Planning, Business Administration or Statistics.
3. Minimum of 8 years' working experience, 3 of which should be in policy and strategy formulation and/or implementation in tile Transport Sector.
4. Membership of a recognized professional association and / or registration with a professional Competent Authority will be an added advantage.
 
Skills and Abilities:
i. Working knowledge of Road Asset Management Systems ii, Computer literacy
iii. Excellent communication skills, written and verbal
iv. Abilityto work undertigllt deadlines without compromising quality.
v. Knowledge of commercialization of road management, financing and emerging road industry trends.
vi. Previous work experience in quality assurance function will be an added advantage.
vii. Demonstrable team leadership and good organization skills.
