Role Definition
Responsible for tile formulation and implementation of the URF Human Resource policies and development of an efficient, effective and productive workforce that is motivated and capable of meeting URF strateqic objectives/targets.
 
Key Responsibilities
Responsible for day-to-day human resource management functions including development, interpretation and dissemination of Human Resource policies to staff. Develop and continuously review and update tile Human Resource Policies and Procedures Manual.
Prepare annual human resource forecasts and budgets in relation to requirements, plan for and implement tile recruitment, retention and motivation of staff.
Develop and manage tile staff pertonnance appraisal system to ensure that staff achieve the set targets; prepare periormance management reports to Management. Identify tile training needs of staff, prepare and implement tile training plan in accordance with the approved Training Policy.
Manage tile payroll in consultation with Fund Management Department and ensure timely payment of staff salaries and emoluments.
Implement 1118 Human Resource policies, staff benefits, entitlements, medical insurance and workman's compensation etc.
Develop and establish proper staff leave management procedures, best practices and systems of staff absence management.
Develop and manage tile procedures and best practices of handling discipline, time management, work and professional ethics, welfare matters and employee exit management.
Regularly report on the Performance of the Human Resource function in relation to the Annual Performance Pian.
Perform any other duties assigned by Management from time to time.
 
Skills and Qualifications:
1. A Bachelor's Degree in Human Resource Management, Social Work and Social Administration, B.Com (Human Resource option), Social SCiences, Organizational Psychology.
2. Minimum of a Postgraduate Diploma in Human Resource Management
3. A Master's degree in Business Administration,
Management or Puhlic Administration will be an added advantage;
4. Membersl1ip to a Human Resource/Public Administration related Professional Association;
5. At least 5 year experience gained in a reputable agency especially in tile Human Resource Management function.
 
Skills and Abilities:
i. Hiqh integrity, witl1l1ighlevels of confidentiality.
ii, Excellent communication skills, written and verbal; iii. Excellent analytical skills, good oral and written skills iv. Computer literacy
v. Self-driven with a high sense of responsibility; vi. Leadership, counseling and guidance skills
Age Limit Not more than 45 years
Gross Salary: UGX. 6,000,000 p.m.

Role Definition
To plan and coordinate the execution of financial transactions, the preparation of financial reports, generation and submission of periodic financial reports in accordance with International Acceptable Accounting Standards
 
Key Responsibilities:
Prepare and implement annual financial and tax plans for Administrative expenses of the Fund.
Interpret and mainstream regular Treasury updates and instructions into the Fund operations.
Carry out budget planning, implementation and control within tile financial limits in performance agreements of Designated Agencies.
Plan and implement tile applicable component of Road User Cilarges
Monitor and report on performance of Road User Maintenance Framework on a quarterly basis.
Track and report on absorption of Road User Maintenance Funds by Designated Agencies through analysis of accountabilities submitted.
Execute disbursements of tile Fund and in accordance with periormance agreements executed with Designated Agencies.
Manage URF bank accounts and prepare regular reconciliations.
Manage and update tile fixed assets register of tile Fund. Prepare periodic reports of the Fund for presentation to Management.
Identify investment opportunities, prepare plans and implement investment strategies in accordance with the policy approved by tile Board.
